The role

We have an opportunity for a Procurement Manager - IT to join our team in London. The role will involve supporting the Director of Procurement in the ongoing development of a strategic and professional procurement team. Candidates will be expected to demonstrate extensive technical knowledge and experience in public sector procurement, especially surrounding the delivery of IT specific procurement utilising varied OJEU and framework routes to market. The role requires advanced stakeholder management and influencing skills as well as an ability to deliver parallel projects to constricted timescales.

Key Accountabilities:
  • Provide advice, guidance and support to ensure procurement processes are compliant, effective and provide best possible value.
  • Ensure procurement occurs in accordance with statutory regulations and best practice guidance.
  • Responsible for managing the procurement and tendering of a range of supplies, services and works through implementation of innovative category strategies.
  • In collaboration with stakeholders, initiate and maintain relationships with critical suppliers to remain abreast of new products and innovation to give One Housing a competitive advantage.
  • Support the business to apply total cost of ownership principles in all procurements and throughout the existing supply chain.
  • Build and maintain supplier relationships, negotiating agreements with suppliers, undertaking key sourcing and tendering exercises.
  • Identify priority suppliers and initiate business and organisation partnerships.
  • Maintain awareness of risk management for supply contracts and agreements.
  • Support and input into the design and roll-out of a robust contract management and supplier relationship management framework optimising delivery from One Housing's strategic suppliers.

Skills & experience
  • Degree level education.
  • High level of IT skills and literacy.
  • Practical knowledge of the Public Contracts Regulations 2015.
  • In-depth knowledge of IT procurement, including software, hardware and IT related services, including but not limited to the following areas: CRM; ERP; telephony; data integration; asset management systems; cloud based technology; P2P; hardware refreshes etc.
  • Proven ability to identify cost saving opportunities through well-developed spend analysis and category management skills.
  • Well-developed relationship management and influencing skills with the ability to build effective working relationships with stakeholders at all levels of seniority.
  • Understanding of supply chain logistics.
  • Experience of sustainable procurement and aware of the relevant laws surrounding social value and the localism agenda.
  • Experience of creating or supporting the production of policies, procedures, guidelines to support the Procurement function and lead on training where necessary.
  • Experience of contractor management/supply chain management.
  • Experience of using e-procurement, especially e-tendering software/systems.
  • MCIPS, or as a minimum, working towards full MCIPS accreditation. An active CIPS membership is required.
