Finance and Administration Manager

£32,000 - £35,000 depending on skills & experience

Full-time Permanent role


Modern, forward thinking and community focused Town Council are seeking a like-minded Finance & Administration Manager to join their ambitious and proactive team at this exciting time of change. This responsible and varied role is integral to the success of Portishead Town Council and will help to ensure that limited Town Council financial resources are spent and deployed efficiently and effectively.

Based in the hub of Portishead's bustling community, the Finance & Administration Manager will be responsible for the management of and administration of the Council's financial affairs in accordance with local government guidelines.

Specific duties of the Finance and Administration Manager include the preparation of management accounts; external Audit preparation; completion of the annual returns to HMRC; ensuring all new supplier contracts are compliant and management of risk. Other responsibilities include ensuring the management of land and property owned by the council; issuing agreements for allotments; seeking tenders, issuing orders and controlling work undertaken by contractors; staff recruitment and general administration.

The ideal candidate will be willing to work towards becoming a fully qualified Town Clerk by working towards the relevant CILCA or equivalent qualifications.

Duties of the Finance and Administration Manager include:
  • Designated Finance Officer responsible for the management and administration of the Council's financial affairs
  • Accounting, Audit and Finance, submission of HMRC reports; effectively manage and monitor the Council's finances and advise on its financial strategy and policies ensuring compliance with the Council's Financial Regulations
  • Ensuring proper management of council land and property to include regular inspection and reports to members with recommendations and making sure all deeds, documents and registers are reviewed and amended as required
  • Control of work undertaken by contractors to include seeking tenders and quotation and preparation and issuance of orders for minor repairs
  • Council Administration
  • Assistance to the Council on legal matters, obtaining advice and guidance as appropriate and negotiation with third parties as directed where legal representation is not required
  • Preparation of payroll in accordance with agreed contracts
  • Management of Council staff
  • Ensuring Health and Safety at work is adhered to and
  • Staff recruitment
  • Liaison with other Town and Parish Councils and County and District Councils as well as other community organisations
  • Attendance at meetings, seminars, functions and events
  • Assistance in the development and presentation of policies

Experience and skills required of the Finance & Administration Manager:
  • A minimum of 3 years' experience in a similar role
  • Flexibility to attend evening and meetings events as required
  • The ideal candidate will be willing to become proficiency in Sage Line 50, Xero, Iris, or a similar accounting package
  • Intermediate Excel skills
  • Highly motivated and enthused by the opportunity to take control, assess and make improvements to existing processes, as necessary
  • Confident, articulate, efficient, accurate and numerate

  • Enthusiastic, flexible and self-motivated
  • Exceptional attention to detail
