Contracts Engineer

Assystem are seeking a Contracts Engineer for an immediate start to support a major civil nuclear tender followed by its delivery. Responsible for all commercial and contractual activities associated with preparation, submission and negotiation of tender proposals, providing support to the Senior Project Manager, Tendering Team Lead and/or Commercial Manager. This will include tasks such as:
- Review and acknowledge Invitation to Tender (ITT) documentation, distribute to relevant departments and hold internal review meetings as per the tender process
- Compile and manage all pre and post tender Client clarifications in relation to the tender submission with the assistance of the Tendering Team Lead
- Assist in the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Assist in the preparation of bid packages, bidders' conferences, analysis and evaluation of proposals, negotiation of subcontract provisions, selection or recommendation of subcontractors.
- Collate, review, distribute and manage subcontract ITT's and negotiate the best commercial value with lowest risk for inclusion in the tender submission including interfacing with other departments to develop scopes
- Compile and manage all pricing documentation and any other associated documentation required in line with the tendering process
- Highlight any major commercial, contractual or financial risks or issues relating to the tender submission within the Risk and Opportunity Register document and work with the relevant personnel to ensure optimum solution
- Compile and manage all commercial and contractual qualifications for the tender submission and review all technical qualifications
- Provide all commercial and contractual advice to the management team including historical data to assist with the pricing strategy of the tender
- Review, execute and distribute all contractual documentation as required including obtaining all necessary approvals in line with the authorisation matrix and Company process
- Assist with facilitating any project bonds, guarantees and insurances required by main contract

Skills / Knowledge

- Experience of working on Petrochemical/ Oil and Gas / Nuclear/ Pharmaceutical, and Projects involving Multi-Discipline design, supply, manufacture & testing.
- Experience managing supplier relationships and cross functional teams
- Strong commercial skills including strong knowledge of contract management of subcontractors and contract forms; experience of fully setting up subcontracts; understanding of Terms and Conditions and bespoke contracts.
- Knowledge of mechanical, electrical, control works and associated QA processes and requirements.
- Excellent communications, negotiations, presentation, and documentation skills.
- Highly organised and able to work independently in a fast-paced environment with limited supervision.
- Able to lead groups in problem solving.

- Typically, degree qualified (level 2.1 or higher) in Quantity Surveying, Law, Engineering or relevant business area, ideally with a post-graduate qualification in a complementary area
- Ideally a professional qualification (or working towards) in Procurement, Surveying or other relevant profession.
