This is an exciting opportunity for dynamic, motivated and insightful individual to shape and lead the business planning and governance functions of the Estates and Facilities team.

Based in Leeds or Birmingham, this brand-new role will enable you to become part of Highways England's growing Estates and Facilities division as they formulate new innovative ideas to bring modern ways of working into the business. The successful applicant will report to the Customer and Performance Manager, working with the Estates and Facilities senior management team to deliver divisional and directorate objectives.

You will be leading on the business planning and governance, developing managing and maintaining a suite of policies, procedures, processes and guidance documents to support all areas of the Estates and Facilities Division.

What you'll be leading on
  1. Shape and lead the business planning and governance functions of the Estates and Facilities team
  2. Continuously review existing Estates and Facilities Management policies and procedures, and develop revised versions as necessary to reflect ongoing changes across the division and/or because of any changes to Highways England policies and procedures.
  3. Coordinate and manage all governance processes in line with the wider Estates and FM programme of works.
  4. Coordinate the provision and maintenance of up to date policies, procedures and other documents from all areas across the Division
  5. Ensure the latest versions of all relevant documents are maintained on SHARE and appropriate links are provided as necessary to/from the Highways England portal and/or relevant Way we Work (WwW) pages
  6. Ensure any references within each policy, procedure, guidance or process document cross-link to other relevant documents as necessary
  7. In conjunction with others, ensure policy updates and/or procedural changes are regularly communicated across the division and to the wider business as necessary
  8. Undertake regular and periodic reviews of all divisional policies and procedures as required, including ensuring staff within the division actively contribute to the review and development of these as necessary
  9. Be the primary point of contact for all policy-related Estates and Facilities management assurance activities and compile and submit audit returns on request
  10. Resolve standard and non-standard policy, procedural, management assurance, and other associated issues, including those escalated across the division or elsewhere
  11. Provide direct support to the Customer Service and Performance Management team as required, and general and cross-management business support to the Division as necessary and to other areas of the business on request.
  12. Decides what issues may need to be escalated
  13. Recommends changes to processes, systems and procedures

To be successful
  • Experience of policy writing and formatting
  • Experience of governance and management assurance
  • Experience of risk management
  • Ability to use own initiative as necessary, and prioritise and manage own workflow as well as influencing that of others. To enable timely achievement of objectives and enable the production and maintenance of a range of complex documents and spreadsheets
  • Knowledge and/or experience relevant to the role and business area
