ou will be one of the clients senior managers responsible for heading up a major service, you will lead, influence, shape and challenge across the service area at the senior level to inform service planning, development, associated budgets and delivery within their area of responsibility.

A broad and/or deep level of operational and professional knowledge and experience is required in a major and complex service across a diverse range of practices, exercising a large degree of independent professional responsibility and discretion.

Role holders will lead a team of professionals working in an area which impacts across the broader organisation and a major part of their role will be to work collaboratively and closely with senior management, elected members and key stakeholders

Key Accountabilities:

* Typically posts at this level will be a head of a major service (operational or corporate) and will work within broadly defined policies and objectives, the post holder will lead a service and is responsible for determining how best to achieve the objectives related to the area of responsibility, including the development, implementation and communication of strategy, policy and operational business plans across the wider service area of responsibility, scanning the horizon for relevant changes that may impact the business.

* Often working at the level of 'no right answers' and therefore utilising significant levels of judgement the post holder will lead on the design and delivery of business plans to resolve service issues or to achieve service improvements. This includes innovative and creative thinking, detailed analysis and evaluative skills, assessment of risks, initiating/scoping improvement projects and leading on the design and delivery of objectives.

* Leading the delivery of service objectives to meet internal/external customers' needs, to inform multi-agency initiatives, and to facilitate management decision-making which will have medium to long term effects on the business.

* Implementing corporate initiatives spanning the organisation, cutting across services outside of direct responsibility and control to ensure delivery against strategic objectives.

* Leading medium to large scale change programmes through the evaluation of existing provision, recommendation of service improvement initiatives for decision by senior management and delivery of chosen models to meet improvement objectives.

* Represent the Council at external forums, conferences and meetings to build professional networks and influence wider policy agendas.

* Lead, develop and promote a culture of continual professional development of all staff at each level.

* Manage the relevant budget for the service area of responsibility.

Key Skills, Knowledge, and Experience:

* Highly developed knowledge (broad and/or deep) of the principles, theory and practice of the specialist area of responsibility.

* Comprehensive understanding of the activities and objectives of the company, both current and future

* Ability to successfully influence key decision makers at senior levels, both internal and external to the client.

* Effective Leadership and Management at a senior level of a diverse workforce to support excellence in service delivery

* Good understanding of the political context at regional and local level and working with Elected Members in a constructive and sensitive way

* Successful financial management including prioritisation within decreasing resources
