Working within the council's Housing Customer and Building Service, the post holder will be responsible for all work streams relating to Major Refurbishments, Major Elemental Upgrades, Planned Programmes, Environmental/ External Upgrades and Compliance Works, including any staff, contractors and budgets relating to these. Most importantly you will be coordinating the Housing Capital Programme Projects. In doing so the post holder will be required to prepare programmes of work and assist with the delivery of property investment projects in relation to the Housing Capital Programme within the council's asset management framework. The post holder will have responsibility for programming, co-ordination and monitoring of planned construction projects, including tenant and owner consultation.

The skills and experience you must have:

Educated to HND or above preferably eligible for membership of an appropriate professional qualification, e.g. CIOH, RICS or equivalent.

The post holder will have underpinning knowledge of Construction Project management and a willingness to learn on the job.

The post holder will keep up to date with policy developments and funding sources such as Scottish Housing Quality Standard (SHQS); Energy Efficiency Standard for Social Housing (EESSH).

There is a requirement to learn specific specialist / technical knowledge and expertise on the job, to a level consistent with the ability to make judgements on complex matters, in consultation with colleagues. In addition there is also requirement to assist with the preparation and submitting of reports for Senior Managers, committees and external funding partners such as the Scottish Government.

Knowledge of MS Excel and word are essential to the role, as are the skills in data analysis, numeracy and organisational abilities.

The post holder will require a range of personal qualities which include interpersonal skills such as communication, influencing, negotiating, consulting and intellectual qualities such as judgement, decision making and analytical reasoning.

The post holder will be required to have strong analytical, numeracy, organisational skills, in order to work within a complex funding environment and changing regulatory framework.

The job demands analytical thinking in order to interpret a range of data on stock condition which will be used to bid form the housing capital programme and to advice on housing investment policy matters.

The post holder must be able to work with a range of professional, organisations and various statutory bodies in order to progress complex multi-agency projects.

Must be able to work on their own initiative and be part of a team.
