My client is a leading housing organisation that are currently going through a busy time in their life cycle and they are looking for a talented Category Manager to join the team on a permanent basis.

The Role:

Working closely with the Head of Procurement, acting as the procurement lead in liaison with Building Services technical leads for external procurement activities on behalf of the Building Services team in the delivery of specific procurement projects, using the appropriate procurement methods as defined within business Standing Financial Instructions, Procurement procedure rules, processes and procedures.
In consultation and in liaison with the Head of Procurement act as the dedicated Procurement lead for Building Services to ensure the procurement of supplies/services/works are compliant with Public procurement legislation, and relevant case law;
Reporting and overview of the Building Services Sub-Contractor portal, providing reports to senior managers.
To proactively manage relationships with Building Services external suppliers ensuring that overall performance and contractual KPIs are monitored on a monthly, quarterly and annual basis and develop financial monitoring procedures against the contractual commitments agreed.
Act as the Contract Management lead for largest Contract for the supply of building materials supplies/ managed Stores, working closely with the supplier and the ML Management accountant to ensure compliance with the Contract terms.
In consultation and in liaison with the Head of Procurement, advise Building Services Management on all procurement matters, and act as a source of procurement knowledge within the Building Services team to ensure compliance.
Provide advice, guidance and support to Building Services Contract Managers, Team Leaders and Estimating / Surveying staff by specifying and recommending appropriate materials, by reference to what is provided for in the Materials Supply Contract.
Negotiate discounts, where contract conditions permit and are in accordance with agreed terms / procurement legislation as appropriate with core suppliers or external subcontractors.
To contribute and make suggestions to the Head of Procurement as necessary, to improve corporate procurement strategy and ensure the successful implementation of that strategy.


The Person

Proven track record in a Procurement/ Contract management role
Experience, working knowledge and practical application of the Public Procurement Regulations
Experience of leading the procurement of Building materials Supplies ensuring that a commercial focus is applied, whilst being compliant with Public procurement Regulations.
Experience of project managing/ co-ordinating procurement projects.
Proven track record of negotiating and working with external contractors. consultants and stakeholders and being able to demonstrate clear outcomes.
Proven experience of awarding and implementing supplier and subcontractor Contracts & debriefing unsuccessful suppliers.
Strong management, team working and influencing skills required to build good working relationships at all levels within the organisation.
Experience of preparing detailed reports for business case justifications.
Able to deliver presentations via effective verbal communication and prepare briefing information for staff.
Hold or working towards membership of Chartered Institute of Purchasing and Supply (desirable)
Excellent communication skills, both written and verbal
Drafting skills for the creation of specifications of requirements and associated procurement documents.
Good organisation skills and proven ability in prioritising workloads
Attention to detail and ability to concentrate and work accurately under pressure and to deadlines
Good IT Skills including being competent to use of MSOffice suite inc Outlook, Word, Excel, Powerpoint & (MSProject - desirable)
Willing to undertake relevant training to ensure continued professional development and ensure best practice and remain updated on key procurement issues and legal compliance

Job Offer

My client is looking to offer a base salary of up to £40,500 plus competitive package for the ideal candidate
