MMP Consultancy are recruiting for a Compliance Manager to work with a local authority based in Godalming, Surrey.

This will be an interim opportunity paying £300 - 400p/d LTD Inside IR35. The contract will be on a 3-6-month contract. The successful candidate must have a strong compliance background and experience of procurement of contracts. The areas will cover the usual compliance areas:

- Gas
- Electric
- Asbestos
- Water Hygiene
- Fire Safety
- Lifts

Principal purpose of the role

* Through a developed training pathway of on the job assessment and professional qualifications, develop the required knowledge and skill sets to become a fully competent Compliance Manager, over an agreed timeframe.
* The overall purpose of the job role is to lead and manage the Compliance Team and associated contractors or consultants to ensure adherence to all Health and Safety legislation including asbestos management, gas safety, water hygiene, electrical testing and fire safety to ensure homes and common areas are kept safe and in good repair.
* To ensure that all Mechanical and Electrical plant and equipment is serviced and maintained to the required standards.
* To manage all contracts across the Compliance service, ensuring the timely response of contractors and the completion of high-quality works.
* As part of the wider Property Service Team support the Operations Manager in the success of our repairs and maintenance service, creating excellent partnerships, leading a knowledgeable and customer focused team, working alongside colleagues across the Housing Operations service.

Operational Duties

* Manage the delivery of Health and Safety work including Asbestos Management, Gas Safety and upgrades, Water Hygiene, Electrical Testing, Fire Safety Assessment and associated works and the maintenance of Mechanical and Electrical equipment within the housing stock.
* Act as lead officer for the Council's Asbestos Management Plan, ensuring the annual review is completed within established timelines.
* Ensure that the Council's Fire Risk Assessment and statutory requirements are in date and actioned as appropriate.
* Ensure that the Asbestos policy and procedures meet current regulatory requirements, and all relevant staff are appropriately trained.
* Maintain Gas Servicing compliance at 100% in line with regulation and Council policy.
* Ensure that all compliance policies and procedures are regularly reviewed ensuring adherence with current regulations and legislation.
* Manage the programme of independent gas and electrical servicing audits
* Manage the procurement of new contracts tendering and award process for the compliance service; in line with the Council's Contract Procurement Regulations
* Procure and manage consultants to deliver compliance capital and revenue works.
* Undertake the Section 20 consultation process on all qualifying contracts and projects
* Overall responsibility of the compliance projects and works.
* Produce regular performance management reports to Management Board and Members
* Ensure that all Compliance records on the asset register are updated and data is accurate.
* Provide Out of Hours cover on a rolling rota basis with other Property Service Managers.


- You will be managing a team of 3x Officers (2 Perm & 1 Temp) and 2x Administrators.
