ROLE PURPOSE:
The Future Theory Test Service (FTTS) Delivery Manager is a client-side role, responsible for co-ordinating delivery across multiple work streams, ensuring all work aligns towards realisation of the new service.
This is a senior technology role, responsible for ensuring that changes to existing technology or the introduction of new technology is delivered to meet agreed business requirements for the delivery of the new Theory Test Service (TTS) and is critical to the successful implementation of the new service.
You will work within the FTTS project, ensuring all digital reporting requirements and governance is complete, as well as providing assurance and support across the multiple streams of work.
You will lead on developing in-house digital delivery capability for the new service, covering user research, design, software development, testing and performance analysis. You will also shape and implement a robust digital strategy to meet the Agency's objectives.
You will be responsible for driving and promoting the agile change vision for the FTTS project to staff at all levels of the business. You will use the appropriate agile project management methodology, learning and iterating to deliver products that meet user needs.
Working with and influencing senior business stakeholders you will ensure that maximum improvements are made in business operations as digital work streams deliver products into operational use

KEY TASKS:
  • Developing and leading a sustainable Agile/LEAN delivery capability within the FTTS project.
  • Setting standards and direction - implementing best practices in use of techniques, methodologies and tools.
  • Delivering products using the appropriate agile/LEAN methodology, learning & iterating frequently.
  • Ensuring delivery of solutions that meet user needs, acting initially as day-to-day Scrum Master.
  • Building and maintaining a culture of continuous delivery and improvement, removing impediments to progress.
  • Using excellent knowledge of modern platforms and tools, using the correct product where appropriate, especially open source and open standards.
  • Working with the Service Owner and Product Manager to define the roadmap for any given product and translate this into user stories.
  • Leading the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of the team.
  • Matrix-managing multidisciplinary teams and providing technical hands-on leadership.
  • Resolving conflicts within teams by facilitating constructive discussions.
  • Determining testing policy to ensure all products are built to an appropriate level of quality through discovery, alpha, beta and live stages.
  • Assessing the maturity of teams and coaching them to higher levels of maturity through professional development.
  • Coaching and empowering teams to self-manage, including prioritisation of work.
  • Delivering exceptional senior business and stakeholder engagement and management.
  • Execute management responsibilities effectively, working with, leading and acting as a role model for team members and colleagues, ensuring capabilities to achieve successful delivery of business performance whilst maximising the efficiency and effectiveness of the financial resources delegated in line with the Civil Service values
RESPONSIBILITY:
  • Responsible for multiple Agile teams, each led by a Scrum Master.
  • Responsible for management of 3rd party delivery resource as needed.
  • Responsible for justifying and managing spend with third parties.
  • Demonstrate leadership by providing influence, direction and guidance to staff to support the delivery of objectives. Establishes a strong direction and a persuasive future vision; managing and engaging with honesty and integrity, and upholding the reputation of the Agency, Department and Civil Service.
  • Work in collaboration with fellow CSLs across all functions for the good of DVSA and to create a high performing and well-respected Agency

ESSENTIAL SKILLS AND EXPERIENCE:
  • Proven experience using agile project and delivery management methods to deliver successful digital projects and products.
  • Proven ability to lead and develop a highly skilled, multi-disciplinary, digital development team and evangelise Agile principles and a dev/ops culture.
  • Sound understanding of the fundamentals of iterative software development and incremental delivery approach - user stories, ATD, TDD, continuous integration, continuous testing, pairing, automated testing.
  • Excellent knowledge of modern digital technologies and technical architectures, including open source and open standards.
  • Experience of delivering in line with the Digital by Default service standard.
  • Awareness of cloud-based delivery.
