Solicitor/Legal Executive - Highways and Environment

Contract: Permanent

Working Hours: Full-time

Salary: Up to £45,000 per annum


My client has an in-house legal service, one of the largest local authorities in the country. Its innovative vision has led them to be at the forefront of developing shared legal services and sharing its expertise and experience with a wide range of public bodies.

You will be responsible for the delivery of all aspects of legal advice within your team, where you will be expected to build strong relationships with internal and external partners. You will be responsible for supporting junior members of staff in their work and helping them make decisions on contentious matters.

This position will be fast-paced and it is therefore imperative you are confident in handling a full caseload, although you might not already have expertise in all these areas, which will consist of, but not limited to, the following matters:

Planning advice including minerals and waste and support for committee work
Planning enforcement
Compulsory purchase of land
Highways Agreements under s278 Highways Act
Development agreements (s106 Town and Country Planning Act) and CIL issues
Highways law advice including access to land, licencing, powers and rights, orders, enforcement and common law remedies, other highways agreements such as adoptions under s38 Highways Act 1980

Knowledge, skills and experience

Qualified solicitor or barrister or legal executive with full valid practising certificate
Knowledge of planning law as it affects a local planning authority acting as county planning authority and minerals and waste planning authority including enforcement work
Knowledge of highways law as it affects a highway authority including public rights of way
Knowledge of land law
Ability to establish credibility with Directors, senior management and other key stakeholders Knowledge and understanding of providing legal advice in a public sector setting; although previous experience working in the public sector is not essential
Knowledge and understanding of local government provisions is preferable
The ability to provide clear advice on complex matters
The capability to provide advice and guidance to junior colleagues as required
