Robert Walters: Senior Investment Accountant

I am currently recruiting for a Senior Investment Accountant, on a permanent basis within the Central Birmingham area for an organisation currently involved in a number of exciting projects, the salary for this position is up to £47,000 to £53,000 per annum maximum plus comprehensive benefits depending on experience.

Role Purpose of Senior Investment Accountant:

Undertake accurate reimbursements for Investment Programme grants and ensure that payments are made strictly in accordance with approved milestones with suitable audit trails. Assist in maintaining the overall financial position on the Investment Programme including effective modeling to ensure the financial position against the Investment Programme can be strategically managed to best effect. Manage and report the debt and financing arrangements which underpin the Investment Programme delivery. As well as assisting in providing robust challenge into the Assurance Process ensuring suitable levels of commercial exposure are built into funding arrangements for Investment Programme schemes.

Accountabilities of Senior Investment Accountant:
  • Assist with the accurate submission of Investment Programme revenue budgets ensuring they are fully supported by sound funding assumptions and that the values are reviewed regularly in line with the forecasting cycle
  • Ensure the Investment Programme Capital budgets are accurately recorded in the financial system and manage any processes which exist to ensure Local Authority grants and match expenditure can be accurately, quickly and effectively collected and reported
  • Provide accurate cash-flow forecasts for Investment Programme expenditure and ensure Treasury colleagues are sighted on large payments for the purposes of corporate cash flow management / forecasting
  • Working closely with PMO and other relevant internal / external stakeholders, provide an effective challenge function into all stages of the Assurance Process (SOC / OBC / FBC / Funding agreements) to ensure the baseline financial milestones are clearly set out and understood and that payments made in pursuance of Investment Programme objectives are made in line with the agreed milestones
  • Manage the Investment Programme loan book ensuring the position on the debt balances, maturities and potential new loan arrangements are fully understood and integrated into financial models
  • Maintain and develop suitable financial models to ensure the overall Investment Programme financials can be strategically managed
  • Oversee suitable risk management processes around the Investment Programme financial and report the key risks accordingly

Essential Requirements of Senior Investment Accountant:
  • Support and provide professional advice, guidance, challenge and provision of financial information for the Investment Programme
  • Assist with the provision of accurate and timely reports to the Delivery Board / Investment Board and all other reporting out-lets on Investment Programme matters including a suitable commentary on key delivery maters
  • Provide suitable information into performance dashboards and KPI packs relevant to the Investment Programme
  • Manage the effective and efficient operation of the Investment Programme grant claim process ensuring the company adhere to the established deadlines and reimbursement to stake-holders are progressed in a prompt manner
  • Using effective challenge, work with Local Authorities to ensure the standard of financial information received by the organisation is adequate and robust enough to allow the company to undertake its duties in respect of facilitating the delivery of the Investment Programme
  • Advise on relevant Finance staff on the short, medium- and long-term financing requirements being driven by the Investment Programme to ensure the requirements are built into financial plans and cash flow forecasts
  • Work closely with PMO and other relevant internal / external stakeholders to provide an effective challenge function into all stages of the Assurance Process (SOC / OBC / FBC / Funding agreements) to ensure the baseline financial milestones are clearly set out and understood and that payments made in pursuance of Investment Programme objectives are made in line with the agreed milestones
  • Work collaboratively and maintain strong relationships with Local Authority partners in relation to the Investment Programme
  • Assist where necessary in the validation of stake holder financial records (i.e. open book audit / review) should the need arise
  • Handle any ad-hoc requests for information on the Investment Programme are dealt with promptly
  • Continuously suggest improvements to process which can allow automation of the transactional elements of the Investment Programme processes to increase the amount of value-added activity spent on the programme
  • Ensure the Financial System is fully utilised to record, produce and develop financial information
  • Work with other members of the finance team to advise on / develop ancillary work-streams related to the Investment Programme including additional income generation options or future devolution schemes ensuring the impact on the base Investment Programme is fully understood
