Job Description

The role holder will be responsible for the design and oversight of all functions undertaken within the Halifax Share Dealing Limited (HSDL) legal entity that involve the management, reporting and safeguarding of Client Assets alongside leading on management of regulatory processes and control framework across the business.

Under SMCR the role holder is likely to be certified and will be responsible for carrying out the FCA prescribed responsibilities for CASS that are held by the Managing Director. Specifically, this will focus on ensuring that appropriate oversight and operational control exists across CASS 6 (Custody), 7 (Client Money), 8 (Mandates) and 10 (CASS Resolution Pack) as described within the FCA handbook. Operationally this will cover all daily and periodic CASS financial reporting. As part of carrying out the CASS prescribed responsibilities the incumbent will use their SME knowledge and experience to lead on engagements with the regulator on behalf of the Managing Director and Chief Risk Officer.

The incumbent will be responsible for complying with all regulations across the business, including ensuring that processes are fit for purpose and provide accurate and timely outputs to feed any regulatory reporting. They will be expected to work closely with colleagues across the business and Risk functions to maintain the overall Risk landscape. In the event of breaches or failures of systems and controls, the role holder will be responsible for identifying root cause and shaping any associated remediation activity.

Reporting to the Managing Director, the incumbent will provide strong leadership to ensure that all regulated systems and controls for the firm support and contribute directly to the overall LBG strategy of becoming the best bank for customers. To that end, this role will drive towards a continuous improvement agenda that helps create the best customer experience, create simpler and more efficient operations and support growth through safe and sustainable operations

Generic Accountabilities:
  • Leads and manages a high performing team by developing colleagues through stretching objectives, feedback and coaching whilst demonstrating and embedding LBG Group Values
  • Assists in the development and manages the implementation of short and medium term operational plans to deliver compliance taking into account risk, governance and regulatory context. Assists the MD, Risk and Heads of in defining the resources required to ensure the continued satisfaction of customer and regulatory needs
  • Accountable for the reporting of exceptions and breaches to CASS procedures, production and delivery of associated recovery plans, reviews and amendments of operational procedures and colleague training
  • Leads by example in creating an environment where the pro-active management of process control is linked to and driven by the Risk Management framework for HSDL and LBG. Uses this to develop a culture where we actively and continually identify, monitor and mitigate key controls, review in line with department risk plan and risk profile to ensure compliance with internal/external regulations
  • Uses business and regulatory knowledge to build a centre of excellence which improves understanding and enhances overall business performance. Is pro-active in building wide stakeholder relationships within LBG to share knowledge, experience and best practice.
  • Provide technical expertise as and when required to support the business and utilise knowledge and experience to deliver sustained improvement.
  • Maintain visibility of and be pro-active in interpreting external regulatory and internal policy developments to ensure that effective policies and procedures are developed that continue to maintain regulatory compliance and safeguard customer assets
  • Oversee the Continual Professional Development of the team to ensure they remain competent, motivated, suitably trained and appropriately skilled to undertake the administrative functions required to deliver compliant activities. Where required, ensures that colleagues have completed the appropriate industry qualification within one year of being appointed to role.
  • Controls the planning, budgeting and forecasting process for the team, managing variance and performance to agreed targets.
  • Control the definition of user requirements and direct the live implementation of business systems, policies, procedures, products and services ensuring enhancements are delivered to support operational efficiency to reflect the changing needs of the business and risk issues
  • Develop and maintain effective working relationships, engage cross functional stakeholders to optimise business results - attend and contribute to relevant meetings
  • Initiate and deliver agreed change programmes to achieve continuous improvement
  • Provide insightful information, guidance and advice to influence business decisions
  • Review, evaluate and mitigate potential risks
  • Proactively builds and maintains external and internal network to identify industry best practice and to ensure legal, regulatory and professional compliance
  • Responsible for ensuring that adequate systems, controls, reporting channels and resources are in place and operationally effective to maintain CASS compliance in a disaster recovery situation.

Specific Capabilities and Qualifications
  • Strong regulatory background with experience in leading on dissemination of rules/ guidance to implement workable and practical operational processes which provide timely accurate information.
  • Significant management experience preferably gained in an operational environment with direct accountability for management and control of Client Assets.
  • Established industry links to professional bodies and/ or regulators
  • Excellent time management and organisational skills, with the ability to work calmly when under pressure and efficiently when volumes are low.
  • Excellent customer service skills and passionate about improving customer service
  • Can demonstrate strong leadership qualities, and evidence ability to persuade and influence across senior stakeholders and your own team in a matrix environment
  • Excellent skills in communication including an ability to influence large teams quickly.
  • Highly objective, with experience of solving and remediating process issues across a complex technical organisation.
  • Able to demonstrate a 'can do' attitude in all aspects of your working environment.
  • An excellent knowledge of the securities industry, its regulatory landscape and a clear understanding of the governance relationship between the HSDL legal entity and Lloyds Banking Group
  • Completion of the Investment Operations Certificate.
  • Ability to review and implement new processes and procedures with an emphasis on continuous improvement.
  • Experience of managing diverse teams, preferably in an operational environment.
  • Ability to manage internal and external relationships.
  • Proven management skills with the ability to coach, motivate and develop colleagues at lower levels.
  • Development influence of colleagues, products or systems through your own rigorous analysis.
