Job Purpose:

1.Assist with the development of a comprehensive asset management strategy for all Council owned and managed stock that will return maximum value from the assets, taking account of their sustainability, and inform and support the development of the Council's business plan including a 30-year plan for capital and revenue spending.

2.Provide current and accurate information on the condition of its assets, their performance and develop 1-5 year investment programmes for major component replacement and refurbishment and cyclical and reactive maintenance that will ensure the affordable delivery of the asset management strategy.

3.To support the Strategic Asset Manager in securing the continuous development, improvement, efficiency and success of the property services as a whole.Work will involve interpreting or assessing customer needs, identifying trends, generating original ideas, and responding quickly and effectively to operations issues and requirements.

Principal Accountabilities and Responsibilities:

1.Make a positive contribution to the delivery of property services, this will include working flexibly and positively to achieve the objectives of the council.

2.Support the Strategic Asset Manager to ensure that the council's overall vision, values and ethos are central to the requirements of the service, and ensure that your actions as a leader, and officers working with you, demonstrate these.

3.Lead projects to achieve high performance and effective asset management delivery. Work with groups consisting of engineers, surveyors, quantity surveyors, housing managers, finance staff and consultants.
Provide advice for the Council to make informed investment and divestment decisions by researching the economic value of the assets. Provide advice on option appraisal information and wider considerations on redevelopment opportunities, disposal,

Knowledge and Qualifications:

·Educated to degree level or equivalent relevant experience

·PRINCE2 or equivalent project management qualification/training or demonstrable experience

·A strong commitment to personal development and continuous improvement


·Knowledge and experience of asset planning and directing investment through major works programmes

·Experience of implementing rigorous performance and monitoring systems and approaches to data collection, management and integrity

·Experience of working to and applying good quality standard frameworks

·Experience of collating data to inform short to long term strategies and objectives

·Proven experience of contributing to long term plans for capital and revenue expenditure, including effective financial planning and budget setting and optimisation

·Experience of identifying funding sources and liaising with agencies to secure funding

·Experience of making informed decisions and providing advice on investment and divestment decisions

·Experience of developing and maintaining strong working relationships with a wide range of internal and external colleagues

·Experience of briefing and managing broad range of consultants

·Good experience of stakeholder relationship management and engagement

·Experience of working with contractors, suppliers, consultants and other commissioners in a service delivery environment

·Relevant experience of dealing with a range of administrative tasks and competent in the use of standard Microsoft Office products such as Outlook, Word, PowerPoint, Project and Excel
