UK Outsourcing Consultant will be charged with analysing the MI for the UK Outsourcing Management Group in relation to Inter-Affiliate and External 3rd Party Outsourcing. Working in collaboration with the 1st and 2nd line of defence, the candidate will identify key areas of concern, MI gaps and reporting frequency. With a working knowledge of Outsourcing the candidate will determine the reporting requirements of the various Boards and Committees. Additionally the candidate will ensure the MI is in compliance with the outsourcing procedures, the UK regulations such as SYSC 8 and the adoption and implementation of Global Outsourcing policies into the UK Framework and subsequent reporting. The candidate will be charged with identifying and implementing process design improvements, supporting the redesign of related outsourcing reporting at Board and Committee level, with respect to the legal entities that are within the scope of the UK Outsourcing Management team. Working within the Outsourcing team in line with the UK Legal Entity Outsourcing framework which is consistent with the EMEA control framework approach and compliant with outsourcing policies , principles and applicable regulations

Responsibilities:

Analysis of current reporting requirements creating a repository of reporting fields, reporting frequency and data sources.
*

Review and analysis of MI flows, with a view to identifying efficiencies.
*

Liason with Board and Committee members to identify key reporting requirements, subsequent analysis of data source/availability.
*

Work in collaboration with the 1st line business groups to identify data sources, challenges and data availability.
*

Collaborate with supportive 1st line groups such as Global Network Delivery (GDN) and Third Party Governance (TPG) to identify efficiency gains between the processes.
*

Analyse the system developments in GDN and TPG to determine any efficiencies in the UK Outsourcing management function.
*

Work in collaboration with the 2nd line of defence liaising with all to ensure we remain compliant:-
*

Risk to ensure compliance to the respective Risk Appetitie statements.
*

Compliance to ensure we are within the SYSC 8 rules
*

Control to determine respective RCSA points are covered.
*

Enhance controls over 3rd party vendor outsource providers, working in collaboration with the global Third Party Governance (TPG) team and Risk to establish risk appetite performance metrics.
*

Establish MI requirements for Board and Committee level reporting.
*

Enhancement of the dashboard for New Outsourcing projects, collaborating with global teams in 1st and 2nd line of defence assessing new outsourcing proposals.
*

Enhancement of the MI dashboard for Outsourcing Oversight in respect of Inter-Affiliate and 3rd Party vendor outsourcing.
*

Actively review and look for opportunities for process improvements and best practice adoption across the UK Banking Legal Entities and the wider organisation.
*

Timely implementation of remediation of audit, compliance monitoring and self-identified issues
*

Assist with the refresh the Tier II Outsourcing procedure in respect of external 3rd parties

Requirements:

*

Experienced in Third party Outsourcing, preferably Inter-Affiliate and External Outsourcing.
*

Experienced in senior management reporting with a strong awareness of governance structures and stakeholder management.
*

Experienced in MI collation analysis and challenge.
*

Consulting background with the ability to deal with all levels of seniority.
*

Ability to understand the minutia and intricacies of the business line MI data whilst appreciating the broader requirements and Board and Committee level.
*

Attention to detail with respect to activities such as senior management report writing, reconciliation and data analysis.
*

Proven history in Process design and improvement.
*

Proven PC skills, including the utilisation of advanced Excel and Sharepoint functionality.
*

Good knowledge of the UK Regulatory (CASS, SYSC) requirements and Outsourcing arrangements and concepts is preferred
*

Good understanding of at least one or more of the UK Banking Legal Entities key businesses/products; Asset Servicing, Corporate Trust, Global Collateral Services, Transfer Agency or Treasury Services is preferred
*

Strong organisational skills with the ability to prioritise and meet deadlines in a pressurised environment.
*

Strong written and verbal communication skills.
*

Self-motivated individual with the ability to work independently and as part of a team.
