Job Purpose:
1. To take direct and indirect operational responsibility for ensuring the Council's compliance with its landlord statutory and non-statutory duties and obligations is met and maintained on the portfolios assigned to the post holder.
2. Provide strategic direction and risk management accountability for compliance on the portfolios assigned to the post holder.
3. The compliance portfolios will be assigned to each post holder from the following list:
Domestic Gas safety
Commercial gas, boiler houses and communal heating systems
Water Hygiene Inc. Legionella
Water Booster Pumps
Asbestos
Fire Safety and prevention
Fire Risk Assessments
Electrical equipment
Electrical wiring testing
Carbon reduction compliance
Lightning Protection
Automatic Barriers & Gates
Passenger Lifts and stair lifts
Lifting Equipment
Playgrounds and play equipment
Equality Act 2010 - (Reasonable Physical Changes)
Tree Management and Land Inspection
Pressure Vessels
Heating, Ventilation and Air Conditioning (HVAC) Systems
Roof and height safety and access systems
Health & Safety Inc. CDM regulations and contractor competence
Control of Substances Hazardous to Health - COSHH
Knowledge and Qualifications:
Educated to degree level or equivalent relevant experience
Health and Safety qualification (IOSH/NEBOSH) or equivalent relevant experience
ncorporated or associate member status of RICS, RIBA, CIOB or CIBSE (desirable)
Evidence of significant relevant Continuing Professional Development (CPD).
Experience:Understanding and experience of strategic planning and operational management in a compliance driven environment
Experience of monitoring risks relating to compliance and developing mitigation and contingency management plans
Experience of accumulating risk data through checklists, inspections and audits
Experience of developing compliance programmes for testing, inspection and cyclical maintenance work
Experience of providing advice related to compliance and health and safety regulations
Experience of working collaboratively and in consultation with workforce to identify and manage risk
Strong budget and financial management experience
