My client are one of the UK's largest property management companies and are currently recruiting for a Senior Commercial Gas Manager to work agile based to support their growing portfolio of properties.

The role:

The Commercial Gas Manager is responsible for maintaining the Commercial Gas Asset Register; developing the long term commercial gas investment requirements and acting as "Client" to contract manage the Group's commercial gas maintenance and replacement services to ensure that the Group meets all statutory compliance obligations with regards to the commercial gas stock.

Main Responsibilities:
  • To operate as the Group's nominated competent person and emergency contact (during and out of working hours) in relation to commercial gas activities.
  • Ensure that the English Regulated properties meet and sustain all statutory compliance obligations with regards to commercial gas services and that all related landlord and employers obligations are addressed.
  • To support the development of the Asset Investment Strategy.
  • To ensure that an effective commercial gas asset register and compliance database (PIMSS) is operational for all commercial gas activities.
  • To develop Contractual / Service Level Agreements, Clients Brief's, specifications and operational procedures, Key Performance Indicators and budgets.
  • To prepare detailed service specifications and lead on the delivery of effective procurement approaches in order to secure the required services.
  • To ensure that effective cost management processes are in place including accurate financial forecasting.
  • To establish and implement an annual quality control regime including appropriate monitoring checks, audits and site inspections r.e. maintenance and investment services, as well as collation of stakeholder feedback.
  • To ensure appropriate risk management approaches are in place to address all related health and safety compliance obligations and to operate as the Client for the purposes of the CDM 2015 Regulations.
  • To develop customer involvement and marketing and communication opportunities to ensure stakeholders are fully aware of current developments and responsibilities.
  • To ensure that consultants and contractors returns provide consistent, accurate and timely information.
  • To effectively recruit, induct and manage an efficient, highly trained and motivated staff team.

Requirements:
  • An effective manager with strong project, programme, contract, safety, cost and change management skills with an effective understanding of current commercial gas maintenance.
  • Significant proven experience of contract managing large scale commercial gas maintenance and replacement improvement programmes within large organisations.
  • Detailed knowledge of Gas management and related H&S legislation including Gas Safety (Installation and Use) Regulations (1998) and associated standards i.e. British Standards, IGEM Standards etc.
  • Member of a recognised industry body (i.e. IGEM, AGSM) and holding relevant technical / gas engineering qualification to NVQ / Diploma level or equivalent in an appropriate discipline.
  • Knowledge of related contractual agreements and statutory requirements with proven experience of developing and interpreting effective Client Briefs, Service Level Agreements, contractual documentation, Key Performance Indicators and operational procedures.
  • Experience of working at a management level with excellent contract negotiation skills capable of setting expectations.
  • Experience of programme, cost and financial management experience including forecasting, management and monitoring of large scale budgets.
  • Experience of developing specifications and delivering effective procurement approaches including compliance with OJEU regulations.
  • Knowledge of gas maintenance health and safety and related statutory obligations.
  • Able to prioritise work and deliver to tight deadlines.
  • Proficient in the application of Microsoft packages.
  • Full current driving licence.
