ECC is seeking to recruit an exceptional candidate with excellent administrative skills, who can juggle multiple projects and manage complex data to join our highly successful Emergency Planning and Resilience (EP&R) Team. The EP&R Team ensures that plans are in place for the council to respond effectively to any major external or internal incident.

The Resilience Co-ordinator delivers the administration and technical infrastructure required to support the Council's responsibilities under the Civil Contingencies Act 2004, to maintain effective business continuity (BC) and emergency planning (EP) preparedness. Supporting the Team Manager by co-ordinating effective data management and the administration of service delivery.

Accountabilities

* Leads on ensuring EP&R have effective tools and processes to support emergency planning and business continuity, through the development and maintenance of the EP&R software systems, in collaboration with the software providers, ECC Services and EP&R Team.

* Leads on ensuring users are proficient in using EP&R software systems, through the delivery of training for ECC staff, collaboration with stakeholders, production of training materials and user guides, and the planning and coordination of a training programme.

* Contributes to ensuring ECC has effective emergency response arrangements, through planning of the annual Duty Emergency Planning Officer roster, assisting with the maintenance of ECC's emergency response centres, and recruitment, training and exercising of volunteer emergency support staff.

* Contributes to overall EP&R work programme delivery, through the coordination of and support to the team, events, meetings, procurement, office organisation and specific project work.

* Contributes to incident response, through providing support to emergency and business continuity response teams.

* Leads on maintaining EP&R information, in line with data protection requirements, ensuring emergency call down lists are accurately maintained, shared file areas are maintained, and archiving is undertaken when required.

* Contributes to the monitoring of team performance and overall assurance, through leading the production of EP&R data analysis, producing management information and monitoring expenditure against budget.

* Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, skills and experience

* RQF Level 2 (GCSE) education with business continuity and/or emergency planning work related experience preferred. Experience of managing and developing systems and/or databases, analysing and interpreting data to produce management information.
* Ability to develop collaborative working relationships across a large organisation with internal and external partners/stakeholders which encourage collaboration.
* Demonstrates behaviours and skills which support a highly performing and motivated team from diverse backgrounds, focussing on results and achieving local objectives.
* Experience of project working and report writing.
* Experience of developing and delivering training packages, which meet assessed needs of an organisation
