Pertemps Managed Solutions are currently recruiting on behalf of a government agency based in Cardiff who are looking to recruit 2 ICT Project Managers

PLEASE NOT THIS ROLE FALLS OUTSIDE OF IR35
PUBLIC SECTOR OR UTILITIES EXPERIENCE IS DESIRABLE

The Role:
• Plan and manage the development and delivery of projects, often aggregated into small programmes, within the major ICT programmes of works to time, budget and quality using the agency project management tools, frameworks and governance processes.
• Ensure that projects produce the required products to the required standard of quality and within the specified constraints of time, cost and ICT technical compatibilities and that the products are capable of achieving the benefits defined in the business case presented to the solution design authority
• Coordinate and advise on the business change requirements for ICT implementations, working with business owners in line with the strategic approach set out in the Business Change Framework and ensuring that business change is timely and at an appropriate level.
• Influence key stakeholders and maintain partnerships internally and externally, enhancing the reputation of the ICT programme by responding to and resolving issues raised
• Work with business leads and key users to build expert user networks for long term, sustainable support of applications, ensuring applications are rolled out with the appropriate guidance, training and support documentation
• Work with accessibility experts and the Assisted User Group - ICT and Telephony to ensure applications are accessible for assistive technology
• Work with the Welsh Language Officer, in line with the Welsh Language Standards to ensure applications have the appropriate level of bilingualism
• Work with Service Introduction and Service Acceptance leads to ensure services delivered are accepted by ICT and the business
• Propose changes to policy and exercise autonomy to recommend deviation from current policy in exceptional circumstances
• Build a culture of project management in ICT through standard project management tools, guidance and frameworks to ensure project management is consistent and delivers successfully for the organisation

The Candidate:
1. PRINCE2 project management skills demonstrated through working on large, complex ICT projects, with tiered third party liaison, with a proven ability to effectively apply project planning techniques, cost/budget control, risk management and use of project management tools to ensure projects are delivered on time and to expected standards.

2. Excellent technical skills and knowledge including
• working for/within an organisation which is "data rich", collecting and generating its own data for use in regulating others, managing its assets or informing others
• building/working with corporate applications using cloud hosting services such as Azure and of working in environments using MS Sharepoint including Office 365

3. Business change skills and an understanding of the need a consider the accessibility of applications

4. Excellent communication and team working skills with the ability to work collaboratively and at pace responding to changes in environment and priorities, including the ability to work with senior management and internal and external customers and suppliers presenting complex/technical information in a format appropriate for the seniority and technical understanding of the audience. It is imperative to maintain assertive communication in the face of robust challenges from suppliers and other stakeholders
