Essex Legal Services ("ELS") is the in-house legal service of Essex County Council, one of the largest local authorities in the country. The Role

As part of a specialist team you will work closely with colleagues to ensure the delivery of a high performing, client facing legal service which proactively embraces change.

This role delivers legal support for drafting and negotiating bi or tri party (with local LPAs) development agreements (principally section 106 but can include s278 and other statutory agreements for development sites) for the County Council's statutory roles as education authority, highway authority and mineral and waste planning authority. It is fast moving and needs good case management skills, ability to communicate effectively with officers and LPA representatives as well as good drafting and negotiating skills.

Whilst travel is not usually expected there may occasionally be a need to be off site.

It is expected that the successful applicant will need to spread their time across the five working days of the week.

You will ensure the provision of high quality advice, information, analysis and interpretation to clients to underpin effective decision making, meaningful performance management and meet statutory requirements. You will achieve good client satisfaction levels and make a real and demonstrable difference to the delivery of Essex Legal Services' business and the business of our clients.

You will also contribute to business development activity to further Essex Legal Services' strategy around trading and shared services.

Knowledge, skills and Experience

• Qualified solicitor or barrister or legal executive with full valid practising certificate and 2 + years post qualification experience We would expect a lawyer with the given PQE to have gained the level of experience required but this does not preclude applications from those with more or less PQE

• Ability to establish credibility with Directors, senior management and other key stakeholders

• Ability to contribute effectively in a large complex organisation with plans for radical change and improvement

• Knowledge and understanding of providing legal advice in a public sector setting; including but not limited to advising on a full range of planning issues at district and county level, preparing documents, dealing with public inquiries, advising at committee.

As part of employment with Essex County Council (ECC) should your role require a DBS check you will be required to register with the DBS update service. The DBS update service ensures all registered DBS certificates are kept up to date and allows authorised parties to view the status of your certificate. This is an annual subscription and you will be responsible for ensuring this is maintained.

Please note that Essex County Council has determined that the off-payroll working rules will apply to this assignment and where a worker elects to provide their services through an intermediary (such as a personal services company) then income tax and primary national insurance contributions will be deducted at source from any payments made to the intermediary (In-scope of IR35)
