This opportunity is on a 6-month, fixed term basis. Working hours are Monday to Friday, 37 hours per week.

Job Purpose

Our new Essex Open Data Programme is dedicated to maximising the value we get from data to improve decision making, service provision and ultimately, outcomes for the people and places of Essex. The programme is focused upon improving access and use of data to drive greater transparency, collaboration and innovation.

The Senior Project Management Officer is a new and unique role supporting the Essex Open Data Programme. The role will be responsible for effective co-ordination of the programme's projects and management of their inter-dependencies using project management processes. This will include management of risks and issues, governance and ensuring evaluation is embedded as a core part of the programme.

The post holder will have a proven track record in ensuring projects stay on track by monitoring progress and engaging with a diverse stakeholder community. This role plays a key part in ensuring a structured approach to projects and maintaining quality of outputs. Responsible for key documents, reporting and monitoring projects in support of the programme, managing workstreams or small projects, as required.

Interest in and/or experience of working in open data, data analytics, reporting and/or information governance environment would be advantageous.

Accountabilities

• Responsible for ensuring robust systems are in place to enable effective planning and scheduling within a project, programme or portfolio.

• Responsible for managing project controls effectively, to ensure all reports provide an accurate update on project status and highlight any specific concerns on progress. Ensuring information is organised in a systematic fashion to enable auditors/inspectors to perform an audit trail through a project's life-cycle.

• Responsible for ensuring key operational activities are conducted efficiently in a timely manner whilst ensuring compliance and adherence to critical business processes, such as, governance.

• Responsible for documenting resource requirements and plans for projects, programmes or portfolios. Make recommendations to actively manage workforce planning Intelligence Manager and enable decision making on the best resources for each project, based on current capability.

• Work collaboratively with a broad and diverse group of stakeholder's, including senior management, project leads and analysts. Facilitating project meetings, workshops, briefing sessions and reviews to set out clear governance for the programme.

• Responsible for effectively monitoring specific project spend and providing information required to support project sign-off and ensure sponsors are kept up to date on progress.

• Responsible for taking the lead on highlighting potential areas for risk and escalating as appropriate, recommending ways to mitigate such risks.

• Responsible for leading specific workstreams within projects, such as training and communication, to ensure delivery of agreed outcomes within time, cost and constraints.

• Specific individual and shared targets and objectives are defined annually within the performance management framework.

• Educated to RQF level 6 (Bachelor's degree) or equivalent by extensive experience.

• Evidence of continuing professional development and expert knowledge in relevant professional area. Interest in and/or experience of working in open data, data analytics, reporting and/or information governance environment would be advantageous.

• Experience and evidence of programme and project management, with strong skills in planning and organisation and a determination to meet deadlines.

• Experience of working with a broad range of individuals at different levels across the Partnership and engaging with them and finding ways to overcome obstacles.

• Keen to engage with others and learn from them with a curious manner and innovative approach in looking for alternative solutions.

• Experience of working within a political environment with knowledge of a public sector setting and involvement in a large, complex environment.

• Confident and self-motivated with experience of working with senior stakeholders.

• Experience of working with Agile methodologies, preferably having worked as scrum team lead and carrying relevant certificates.

• Ability to coach, lead and help grow agile teams.

• Ability to mentor new team members and colleagues in use of new software.

• Ability to understand and use software development metrics.

• Ability to work on internal or external customer premises as representative of the team.
