We have an opportunity for a Head of Compliance Contracts to join our team in Suttons Wharf South - moving to Camden in winter 2019.This role falls within the Property Services Department which has delegated responsibility to manage all asset management and property related services and activity on behalf of One Housing.

The role and Responsibilities

The role:

The Head of Compliance Contracts will lead, manage and develop the Compliance and Contracts team to ensure effective programme delivery and a positive contribution to the Directorate. This role is crucial to the success of One Housing's maintenance service and is a pivotal role within the team. The post holder will be expected to take complete ownership of the services delivered and be accountable to internal and external stakeholders whilst remaining visible to all departments. This role will lead and manage the team to ensure that a consistent customer focussed and value for money service is provided achieving key H&S compliance targets through effective contract management in relation to technical and risk contracts (e.g. Lifts, Fire Safety Systems and Security Systems) and Asbestos Surveying across the Group's properties. This role will be responsible for the delivery of the following contracts and services: Lift maintenance and servicing, Water Hygiene Risk and assessments and remediation; Fire Safety Systems, the asbestos team surveys and remedials and door entry access and security systems and park maintenance inspections.


The key objectives of this leadership role are:
  • Responsible for the maintenance of all mechanical and safety installations, ensuring effective delivery of responsive repairs relating to all equipment and compliance with legislation, standards and industry best practice.
  • Responsible for the effective contract management of all contractors engaged by the team and to deliver the compliance service for the Group.
  • Responsible for ensuring service of the installations and provide data for all maintenance works
  • Responsible for annual Man Safe checks and monthly play ground checks.
  • Responsible for technical input, design, specification for the reactive maintenance service and planned M&E contracts, to include all communal and domestic installations throughout the Group's stock
  • Ensure compliance through accurate data, maximising systems and robust auditing processes;
  • Provide specific technical and contract advice and ensure effective liaison with other Heads of Service, departments and contractors
  • Produce and manage revenue and capital budgets
  • Develop and maintain KPIs to ensure time, quality and cost service standards are met
  • Delivering the annual asbestos survey programme and be responsible for managing the directly employed asbestos team

Required Skills

Required skills/experience
  • Collaborative, technical & professional
  • Management experience, preferable in a successful team environment, to allow and encourage others to exceed targets and perform to a high consistently standard
  • Degree in building or engineering or equivalent
  • Good level of IT skills and literacy
  • Track record of building effective links with other related departments on a range of technical issues
  • Detailed knowledge of building services, including whole life cost design
  • Knowledge of developing specification, procurement, contract administration and delivery of major repair and refurbishment projects to strict time, cost and quality standards
  • Knowledge of building construction and common defects in residential housing
  • Highly effective communicator, both oral and written
  • Track record of effective staff management
  • Solution focused and able to grasp technical concepts quickly
  • Experience of managing a significant annual budget
  • Experience of Project Management of planned works from inception to completion
