IT Strategy Manager - Redbridge Council - £54,597-£57,735

Redbridge Council's IT & Digital strategy will help define the future shape of our organisation and the way we serve the people of our borough. We are looking for a strategist with the experience and vision to develop and maintain a strategy which encompasses the aspirations of the whole council and its customers. Our strategy will form the blueprint for a wide programme of digital and IT service development over the coming years. Working with senior stakeholders across the council and with members, you will need to establish trusted working relationships which enable you to understand the priorities of different business areas and align with these an approach to digital development which meets our ambitions. You will work within a developing governance framework and will be supported by a team of business partners whose specialist knowledge will ensure that the strategy remains grounded in meeting the real needs of the organisation. You must have the personal credibility to persuade your colleagues of the soundness of the strategic choices which you will make.

Overall Role Purpose:
  • To manage a small team of Business Partners that provide strategic advice and project development support to the council. To assist the business areas in preparation of their pipeline of projects working with the PMO and other areas so that a project lifecycle can be maintained.
  • To ensure that Business Partners are seen as the authoritative and trusted IT advisers for management teams in the assigned business areas. To ensure that all the council business areas are supported to achieve their IT priorities.
  • To keep up to date with developments in the council, in local government and in the IT industry, to ensure that the council is able to take advantage of new digital technology to improve services.

Role Context:

The role is a key part of the IT Senior Management Team, linking development of IT strategy and the plans and ambitions of other areas of the council. The post holder represents the interests of the all business areas to the IT service, and keeps the council business areas appraised of what IT is doing to support them. They will have a complete overview of the pipeline of new and potential work the engagement of the business partners and will be able to support both business and IT create a unified operational and strategic plan

You will need to have:
  • A programme management qualification
  • Management experience
  • Experience of developing digital strategy for a complex, multi-functional organisation
  • Excellent personnel management and stakeholder communication skills
