Sitec have an interesting role for a Technical Manager, Software Engineering. This is a contract role based in Newport South Wales with an estimated duration of 6 months (an extension is likely). The succesful candidate will be based on-site at EADS Defence & Security Systems Ltd in Newport.

The role outline:-

Define, develop and support software applications dedicated to airlines operation support.
Ensure that software applications meet the needs from stakeholders (Flight operations, Maintenance & Engineering).
Guarantee product development is performed within budget, time and quality. Knowledge to prioritise tasks, forecast progress, anticipate problems, provide clear directives to maintain a constant drumbeat.
Instill transparency and open dialogue to overcome the complexities of the project environment (multi-cultural, organisation, change of targets, etc).
Define and anticipate means to motivate team particularly during the critical phases of the project when level of pressure and stress are high.
The Technical Manager role is defined in the context of a System or Sub-System. Namely, the items described below are applicable to that entity for which the Engineering Manager is responsible.
The Technical Manager shall identify, plan, communicate and ensure that the engineering team execute the following items to ensure the delivery of the engineering element of a project:

Project Engineering Manager (Technical Manager)
The Technical Manager role is defined in the context of a System or Sub-System. Namely, the items described below are applicable to that entity for which the Engineering Manager is responsible.
The Technical Manager shall identify, plan, communicate and ensure that the engineering team execute the following items to ensure the delivery of the engineering element of a project:
* Planning and execute the engineering activities. These shall be agreed with the Project manager as part of the overall project plan; this will include, but not necessarily be limited to:

ü Defining the scope of the engineering effort
ü Estimating effort & cost,
ü Identifying statements of work
ü Identifying key external dependencies and deliveries (including but not limited to project milestones)
ü Production of a SEMP or equivalent plan into the overall project

* Technical work package management
* Conducting effective technical reviews including
ü Defining entry and exit criteria,
ü Defining their applicability (to systems or sub-systems)
ü Appointment of chairperson (Customer or internal) of each review
ü Conduct of quality peer reviews in line with the peer review process

* Define and communicate the Engineering Organisation, including
ü Roles and authorities (including those applicable to those supplied by third parties)
ü The Breakdown of system engineering tasks (WBS) based on the evolving system architecture
ü Responsibilities for tasks
ü Identifying Skills required

* People Management; the Engineering Manager shall
ü Identify skill gaps and training needs
ü Ensure that low performers are identified and management action undertaken to improve the performance

* Risk Management
ü Handling risks that occur but were not identified.

* Work with the project management in order to secure and ensure the engineering quality needs of the project.
* Control engineering activities by applying necessary corrective actions in a timely fashion
* Identify and take those metrics that will be generated, validated and analysed.

ü Define appropriate engineering performance measures (metrics) and sets threshold limits for expected values
ü Analyse these measures to assist with defining corrective actions and tracking to closure when actual values deviate from those expected
ü Use historic, quantitative data from past projects to predict current project performance

* Undertake lessons learned and contribute to project and business efficiency programmes
* Schedule Management
* Manage the interactions within a systems engineering lifecycle.
ü Configuration Management
ü Interface Management
ü Dealing with change requests that effect interfaces or system performance
ü Task tracking and progress monitoring
ü Design review strategy (when to hold reviews and maturity of artifacts)
ü Documentation of the complete lifecycle.
ü Ensuring quality of engineering work products

* The Engineering Manager shall manage factors that affect the development lifecycle to ensure OTOCOQ delivery of the project; this may include;
ü Customer programme lifecycle,
ü Complexity
ü Requirements management
ü Stability of requirements,
ü Milestone & delivery dates,
ü Technology insertion/readiness,
ü Standards,
ü Internal policy & process requirements,
ü Product lifecycle,
ü Availability of tools.
