This is a great opportunity to join a not for profit organisation in the centre of Cardiff. We are looking for an experienced Office Finance Manager who wants to work with a great team and will be part of the senior management team.

Job Purpose:

This is the key post within the organisation for delivering a first class financial service to all internal and external stakeholders with the primary purpose of ensuring the accurate recording and management of our financial accounts and supporting managers to make informed business decisions.

The following are seen as the main functions of the post holder:





Specific Responsibilities:

  1. To assist in the development of a three year financial plan and ensure financial planning is linked to the strategic business plan
  2. To provide sound financial advice to trustees, the Chief Executive and Senior Management Team.
  3. To ensure appropriate financial risk management techniques and controls are embedded throughout the organisation
  4. To maintain contact with banks, auditors, pensions funds and investments managers
  5. To be responsible for the day to day operations within the finance department
  6. To be primarily responsible for operating the SAGE 50 accounts system, assisting and overseeing the inputting of data, and the accurate presentation of reports
  7. To manage the monitoring of expenditure against approved budgets and assist the Chief Executive, Senior Management Team and budget holders in making informed decisions
  8. To supervise the protection of financial assets through internal control and auditing procedures.
  9. To produce financial and feasibility studies to aid decision-making.

10.To produce guidelines on project budget formulation and management and train budget holders.

11.To supervise all staff working in the Finance Department, ensuring they have clear objectives and comply with the appraisal system

12.To liaise with external parties regarding administration of payroll and the Local Government Pension Scheme with regards to superannuation.

13.To periodically review spending in all areas to achieve best value, negotiating with suppliers where necessary

14.To be involved with various income generation activities in conjunction with the Senior Management Team

Reporting and Compliance

In conjunction with the Chief Executive:

1.Ensure we are compliant with statutory and internal requirements.

2.To produce calculations in accordance with the SORP regulations, in conjunction with the Chief Executive

3.To be responsible for responding to the requirements of external parties
  1. To produce monthly/quarterly management accounts and financial breakdowns for each of the activities

5.To manage the organisation's VAT and prepare the VAT return using a partial exemption method for submission to the Inland Revenue, in conjunction with the Chief Executive. To act as an advisor on VAT issues, drawing expertise from outside the organisation where necessary.

Contributing to the Management and Development of the Organisation

1.To participate fully in developing and monitoring the Strategic Plan by agreeing an annual work programme with the Chief Executive and participating in supervision/staff meetings.

2.Actively participate in the Senior Management Team, working alongside colleagues to implement change and organisational development

3.Assist the Senior Management Team in the development of funding proposals and contracts, multi-year plans/budgets, human resources and facility development plans/budgets.

4.To promote and assist staff in income generation

5.To work alongside the Development Officers and Policy Directors on externally funded projects to develop claims and performance reports for these projects (including European projects), and to support the application for new grants/funding streams.

6.To assist in the gaining and maintaining of the Trusted Charity Quality Mark.


1.To lead the development and operation of the organisation's IT technology and safety/back-up systems.

2.To ensure the organisation has the ICT systems in place to deliver its operational activities

3.To liaise with and manage the work of external IT and other service personnel relating to all aspects of maintenance of ICT systems

4.To oversee the maintenance of the offices and the services therein

5.To maintain strong working relationships with the Landlord in conjunction with the Chief Executive and to support in negotiating property leases


1.To support and manage the Finance Officer and any apprentices

2.To work alongside the Administrators (Governance & HR) on issues relating to HR, governance, events, funding proposals and monitoring reports

3.To undertake further training as necessary

4.To undertake other duties as required by the Chief Executive
