Our client, a highly respected Public Sector establishment, based near Wishaw, require a Resident Engineer. This is a temporary role. Hours of work are Monday to Friday but some weekend work may be required. Pay is subject to experience. Main purpose of role : Responsible for the effective and efficient provision of site engineering services on the Horsley Brae project, ensuring the delivery of a high quality roads scheme that delivers positive outcomes and meets the needs of our customers and service users. Accountabilities/Responsibilities: Supervision of the works, keeping records, measuring, managing correspondence and contractual documentation Assessment of contractor performance against contractual programme Review contractor design submissions against Employers requirements and preparation of clear comments Assessment of contractors claims and writing reports on same Develop effective partnership working to achieve the objectives of the project and effective liaison with all stakeholders Ensuring compliance with legislative requirements in relation to best value and other service related activities in order to achieve continuous improvement Assisting with the authorisation and effective spending of relevant budgets and for ensuring adequate monitoring, reporting and audit arrangements Assisting in making the most effective use of available financial resources and, where possible contributing to remedial or pre-emptive action to address problems and maximise income Contribute to the delivery of services in accordance with service level agreements and other appropriate systems including the development, implementation and maintenance of appropriate quality systems Assess level of service and respond to requests for service from individuals or groups of people Contribute to overall adaptation and design of assets by assisting in developing and delivering programmes of work, service activities in furtherance of the Horsley Brae project Deliver the day to day tender, procurement and contract administration and deliver the appropriate compliance and procurement arrangements, in terms of negotiations, tenders and contracts Checking/certifying transactions including authorisation to commit expenditure and authorisation of invoices to approved levels Ensure that all duties are carried out in a way that values and promotes diversity and respects individual differences Ensuring all duties and responsibilities are fulfilled in terms of the Health and Safety at Work Act 1974 Other duties as may be assigned Key Skills and Requirements: SVQ Level 3, HNC or equivalent, in Civil Engineering or a relevant subject Member of an appropriate Chartered Institution or organisation Significant relevant experience in managing, co-ordinating and supervising civils/highways works , and contractors. Construction site Health & Safety experience Contract management experience Keeping Records, measurement and processing financial documents and transactions Budgetary control Liaison with stakeholders Good communication skills both oral and written Information technology skills- use of AutoCad and Microsoft Office packages Problem solving and analytical skills Legislative and technical knowledge (DMRB, MCDHW, NEC3, CDM, etc) of appropriate area of work Compliance with financial procedures Compliance with Quality Assurance Management Systems Good administrative and time management skills High level of self-motivation Positive, professional and diligent approach Able to communicate at various levels including with elected members and the public Problem solver Capable of working flexible hours from time to time Ability to travel to site
