Senior Manager Temporary Workforce Services

Location: Eastbourne and East Sussex areas

Travelling: This will be involved within the local area

Type of role: Interim / Temporary

Duration of role: This could be 3-6 months and maybe longer, the role be open whilst recruiting for a substantive replacement, the successful interim person may be considered

Band: 8a

Pay rate: £21.00 to £25 paye per hour or £25 to £29.40 umbrella per hour depending on skill and experience

Working days and hours: Monday to Friday, 37.5 hours per week, 9.00am to 5.00pm

Job Purpose

  • The General Manager Temporary Workforce Services will be responsible for the implementation and will participate in the development of the Trust Temporary Workforce solution.
  • Will have operational management responsibility for all flexible workers employed on zero-hour contracts although direct line management responsibility lies with the assignment manager.
  • Will work across the Trust to support Ward Teams and departments to develop effective and efficient processes to control demand for clinical and non-clinical temporary workforce.
  • Develop good effective working relationships with external clients (agencies) to support cost effective premium workers.

Managing Services

  • To work with the Head of Financial and TW Services to ensure all systems, policies and procedures within the service are in accordance with organisations, national objectives and in line with best practice.
  • To provide managerial leadership for TWS staff; ensure that all resources are managed within the available and agreed financial budgets, ensuring adequate control of human and/or financial resources.
  • To support the Divisions and Department in driving costs down temporary workforce costs within their Services;
  • Identify and facilitate delivery of CIP schemes for Divisions to ensure that financial targets are delivered.
  • Develop policy and practice within TWS to ensure that, a temporary workforce meets the changing need within the local and national guidance and Service requirements.
  • To provide specialist information and advice regarding appropriate use of bank/agency staff to users of the Bank’s services across the Trust
  • Develop processes that minimise use of agency nurses, doctors and AHP’s and ensure that when they are used it is within national and national framework agreements (CPP).
  • To develop and maintain a robust reporting structure responsive to both internal and external demands

Managing Staff

  • Provide operational management and leadership for bank only staff specific staff. However, the line manager will be the assignment manager.
  • To recruit and develop competent committed staff and to ensure that the appropriate levels of skill mix of staff are deployed to meet the needs of the service now and in the future.
  • Undertake PDRs for own direct reports and ensure that only staff compliant with Trust policies eg mandatory training are used via the bank services and agency staff are also compliant.
  • To support the Trust to develop effective workforce planning strategies including the undertaking of multi-professional re-profiling and a review of recruitment and retention Procedures.
  • To ensure compliance with the Trust’s complaints procedure and to co-ordinate the response to all complaints relating to the Service ensuring that lessons are learned, and good practice shared across the Trust.

Person Specification - Essential

  • Proven knowledge of Temporary workforce Services, planning processes and issues that affects Locum Workforce.
  • Evidence of significant continuing professional and personal development, including project / change management, budget management and service development to masters equivalent
  • Substantial broad experience of working within NHS in senior managerial roles, to include managing large budgets, major staffing groups and service delivery across a range of services.
