Job Description
Job Title: Site Manager
Accountable to: Business Manager
Salary: £24,657 - £26,470 (Point 27-29)
Hours: 37.5 hours (the role will involve some shift working including weekends)

Purpose of Post
Under the direction of the Business Manager to be responsible for providing flexible, efficient and effective running of the site and provision of facilities staff to fulfill all college and community use of facilities for all building stakeholders. This includes all activities associated with: availability of appropriate facilities staff at all times (including call-outs), availability and security of premises and grounds; compliance of health & safety regulations and procedures; high quality site cleanliness and maintenance, caretaking duties.
Main Responsibilities
1. Co-ordination and operation of a Planned Maintenance Programme and the forward maintenance register with consideration of the college improvement plan.
2. Overall responsibility for the maintenance and repair of all building fabric, mechanical, electrical and engineering systems.
3. Provision of specialist support both managerial and technical.
4. Co-ordination of the emergency call out service and stand-by and backup facilities.
5. Overall supervision and management of all facilities service personnel and sub-contract suppliers.
6. Oversee the procurement of facilities consumables.
7. Supervision of all facilities areas including plant room, workshops and stores.
8. Operation and management of the BMS system.
9. Serve on the Health & Safety Committee and be responsible for arranging all necessary annual inspections and follow up maintenance work, e.g. fire equipment, ladders, legionella checks etc. and to take responsibility for appropriate action.
10. Control and monitor, with reference to the Business Manager, use of budgets for repairs and maintenance, utilities (fuel and water), environmental (refuse collection, sanitary contracts).
11. Fire precautions, ensure provision of fire drill notices, check fire escape routes, ensure daily, weekly, termly and annual checks of fire equipment are undertaken and recorded, review Fire risk assessment annually and update as necessary.
12. Awareness of any forthcoming events and arrange security and caretaking cover.
13. Responsible for the day to day management of any planned building work whether it is funded by the college or external agencies or contractors.
14. Report on a regular basis to the Business Manager on the progress of planned maintenance and occasional specific developments.
15. Ensure risk assessments are in place for all tasks.
16. Ensure that officers and contractors engaged in work on the college site maintain a high standard of work, use equipment, materials and chemicals that meet with Health & Safety requirements and conditions of contract and are not harmful to the building fabric or staff, students etc.
17. Ensure consistent interpretation of the contract conditions among team members.
18. Agree site inspections with technical advisors for all contract work, monitor standards and ensure that contract deadlines are met.
19. Liaise with the Business Manager over any suggested changes in maintenance contracts deemed necessary.
20. Responsible for the security of the buildings, grounds and boundary including routine and non-routine opening of the premises and setting of alarms.
21. Ensure an attractive and welcoming site, clear of graffiti, litter and fallen leaves.
22. Ensure that all necessary steps and precautions are taken to prevent driving over paths, grass or other unauthorised areas, where possible preventing trespass and unauthorised parking.
23. Responsible for reporting and arranging all repairs and maintenance needs outside of this job description, progress chasing and reporting on delays to the Business Manager or appropriate officer in their absence to ensure that contractors on site do not cause a Health & Safety hazard or damage college property in any way and report any such matters to the Business Manager.
24. Responsible for signing job completion/customer satisfaction notes as required, checking that contractors vacate the site on completion and sign in/out in line with college procedures.
25. Make daily inspections of the site, inside and outside, to make sure that all equipment is safe and that the removal of any dangerous materials or objects take place.
26. Take delivery of site stores and materials and equipment, ensuring correct distribution and storage within the college.
27. Responsible for the safe and correct operation of heating plant. Maintain temperatures and the availability of an adequate supply of hot water. Arrange for any deficiencies to be corrected by the appropriate authority.
28. Arrange for routine checks to be made to identify faulty equipment including water boilers, cookers, refrigerators etc. and arrange necessary repairs.
29. Monitor and store securely the equipment provided to you for the purpose of your work to ensure that it is kept in good order and retain records of same.
30. Undertake minor repairs and maintenance work including carpentry, plumbing and general handyman duties e.g. minor plaster repairs, replacing loose tiles, re-laying uneven paving, changing light tubes etc.
31. Carry out grounds maintenance work to ensure that the site has an attractive appearance inc. general clearance of shrub borders, hedgerows, grass areas, gullies adjacent to walls and paths, play areas and playing courts of litter and waste.
32. Undertake regular and routine clearance of drains and gullies to ensure these are kept free flowing.
33. Monitor cleaning and check that the standard of cleaning specified in the contract is maintained and liaise with the supervisors/contract manager when necessary.
34. Liaise with the cleaning contract manager on all operational variations.
35. Ensure that areas, particularly toilets are kept clean throughout the day, delegating responsibility where necessary.
36. Ensure that windows, directional signs, name boards and cycle areas are cleaned regularly. Carry out procedures in the event of any emergency, ensuring that arrangements are in place for facilities staff to be able to respond to an emergency call out.
37. Ensure that paths, steps, walkways, outdoor spaces, car park, etc. are kept free of snow and ice, using and ordering salt and grit as necessary.
38. Line management of the facilities technician, planning and monitoring their work, controlling the shift system, identify and carry out necessary training.
39. Plan all shift patterns and provide cover for absent facilities staff who may be on annual leave or absent due to illness.
40. Provide general supervision of facilities staff, ensuring acceptable standards of work, prioritizing duties within requirements and monitoring cover for all essential site duties.
