Primary Location: United Kingdom,Northern Ireland,Belfast Education: None Job Function: Compliance and Control Schedule: Full-time Shift: Day Job Employee Status: Regular Travel Time: No Job ID: 19009948 Description Team/Function Overview The Operations Regulatory Control group is a centralized unit within ICG OandT that is responsible for the exception management process and risk mitigation for the following areas: •MiFID II Transaction Reporting obligations to National Competent Authorities; •EMIR Reporting obligation to the FCA •Oversight and reporting to numerous other regulatory bodies and/or Debt Management Offices The team is responsible for the review, action (including re-submission) and oversight of daily Trade, Position and Transaction exception reporting data. The team works very closely with Compliance, Business, Technology and Operations to interpret, investigate and remediate regulatory issues. Role / Position Overview To provide oversight, monitoring and daily remediation of exception management processes supported by the ORC team in Belfast. Review of trade, position and transaction reporting validation and reconciliation exceptions pertaining to trade / transaction data submitted to regulators (including FCA, PRA, CBI and BOE). The individual will be responsible for working collaboratively with Operations, Technology, Compliance, Internal Audit and the business to maintain strong working relationship and a best in class approach to proactive exception management. Key tasks to involve the daily ownership and completion of processes within the Reporting team in Belfast, and working in conjunction with the Supervisors in Belfast and Senior Management in London to highlight issues and raise solutions through interpretation of submitted data. Key Responsibilities: • Oversight of the ORC Reporting processes; • Working in partnership with other ORC Reporting team members in Belfast and Senior Management in London, to identify areas for improving existing processes and controls; • Investigation of issues arising from the ORC Reporting processes, QA reviews and Compliance/FCA and or Business Line queries, and escalation to management where appropriate; • Extensive liaison with internal customers, notably Business Units, Information Technology, Other ORC areas and Compliance Management, whilst fostering partnerships with key contacts with open and honest feedback; • Support line manager to monitor and review MCA and other similar risk management programs identifying and articulating process deficiencies, and facilitating UAT for ORC Reporting related tasks; • Work extensively with Change Management team and Quality Assurance team, to continually challenge and improve reporting process, articulating process risks; • Work with Change Management team in implementing business change, driving the requirements for Trade and Transaction Reporting, confirming that Business Requirement documents and Test plans are provided ahead of User Acceptance testing to confirm that Reporting accuracy and completeness are maintained; • Work with Business Units and Compliance in responding to internal and external business requests, and regulatory enquiries. Identify, prioritise and resolve Reporting issues, where required liaising with Compliance having determined materiality of issue; Development Value: • Develop a greater understanding of Regulatory requirements; and in particular MiFID II Reporting (TR and EMIR) • Increase product and business knowledge through exposure to all areas of Capital Markets and Banking; • Develop an understanding of Citigroup at a more strategic level; • Opportunity to work collaboratively and to build effective working relationship with numerous Business Units, Operations departments, Internal Audit, and Compliance surveillance; • Opportunity for development in understanding of multiple Regulatory obligations and Reporting requirements to a host of EMEA linked National Competent Authorities Qualifications Knowledge/Experience: • Team player who works well with colleagues of all levels in achieving value-added results; • The ideal candidate must have investment banking experience; • Ability to build productive working relationships across Business Units, Operations departments, Internal Audit, and Compliance; • Ability to interpret and summarise key issues to senior management and other stakeholders; • Proven experience developing creative solutions to problems; • Ability to consistently deliver work of a high standard whilst under pressure; • Understand impact of external factors (e.g. regulatory changes) on departmental strategy; • Have an understanding of front to back technology and business flows; Skills: • Self-starter, able to work on initiative and organise themselves well; • Strong upward management skills and understanding of the escalation model; • Ability to communicate ideas at a peer level, as well as infront of senior management; • Good interpersonal communication skills which will be required for both internal and external business partners; • Pro-active, likely to instigate change; • Able to build effective working relationships quickly and maintain them; • Focused on providing a high standard of service to clients; • Great attention to detail; • Excellent written and oral communication skills; • Resilient and tenacious; • Excellent time management and strong understanding of managing priority items in a day to day business environment Exceptional candidates who do not meet these criteria may be considered for the role provided they have the necessary skills and experience.
