Commercial Manager- 12 month contract – up to £463 PAYE or £578 UMB (IR35 Scope)–Public Sector- Andover*

Our client is a leading public sector organisation based in Andover who are looking for a Commercial Manager to join there busy team

Key Responsibilities:

Compile and issue tenders. Negotiate and place contracts.

Amend and manage contracts and contract changes

Provide commercial advice and guidance as required Ensure all commercial activity represents best value for money

Ensure compliance with regulations and policy as well as best practice

Exploit existing enabling arrangements where available.

Maximise use of procurement enablers and associated MIS to improve procurement Scrutiny and analysis of commercial strategies and contracting proposals

Undertake commercial assurance

Provide timely inputs to returns as required both internal to DIO, MOD and wider e.g. ERG

Work closely with project and other acquisition team members to deliver Customer requirements Manage a range of stakeholder engagements within the MOD, OGDs and Industry Engage stakeholders on planning, tendering, contracting and contract administration Work with CSDD to secure DIO IAC, IAB and FMCB approvals Support and promote wider Government initiatives Identify ways in which to continuously improve the commercial processes and function Create effective means of communications to increase the sense of community across the function Provide inputs to Parliamentary and other secretariat business Interpret, improve and implement Commercial Policy Manage resources effectively to secure best value for money and best use of resource

Develop Business Cases and undertake effective scrutiny of Business Cases Provide accurate and timely inputs to returns - financial and commercial Optimise scarce commercial resource and seek to balance loading and minimise the impact of shortages in innovative ways Leadership and management, delivery of a wide and varied portfolio of contracts, commercial, scrutiny and assurance, stakeholder engagement, business improvement, management of resources.

Experience required for this role:

SC Cleared candidates are preferable

Candidates will require a good understanding the Defence Industry procurement procedures, preferably with excellent knowledge and recent experience of being involved in complex, high-value

projects/competitions/services.

They should possess strong interpersonal skills with the ability to develop good Express, ensuring the optimal commercial approach (and required commercial artefacts) are articulated within the business case
