Highway Development Control (Planning) Manager

Summary of contract:

Location: Luton Borough Council

Salary: up to £45 p/h LTD

Hours: 37.5 per week

Duration: 12months initially – although expected to run for 24 months

Start Date: April


To carry out the day-to-day role to review all planning applications with a view to providing a written response to the application, having relevance to the impact on the public highway and to be able to provide that degree of expertise when called upon to defend the authority when challenged at the time of approval or rejection. Lead on developments involving works associated with the Highways Act 1980 (sections 38 & 278)


In depth experience of managing and controlling civil engineering works including practical experience making professional judgements within policy, legislative and regulatory frameworks.

In depth knowledge and post qualification experience of Highway Development Control work, including the adoption of new highway infrastructure.

Substantial knowledge of a variety of contract documents in relation to Highway & Civil Engineering works and contract management

Demonstrable knowledge and experience of temporary traffic management, and highway engineering projects.

Able to create and maintain effect and co-operative working relationships both internally and externally and to consult, negotiate and influence others inside and outside the Council including site managers, contractors, developers, clients and other parties. ©.

Well organised – ability to manage multiple work streams at different stages of development simultaneously, work under pressure and prioritise work. ©

Able to analyse, understand, and interpret complex regulations and data to be able to write clear concise reports on complex issues and make professional and technical recommendations

Able to understand comprehensive project documentation such as works specifications, project plans, risk registers, compliance application and ensure compliance to relevant Highways Legislation. ©

Able to develop, maintain and monitor fee structures, calculate appropriate fee charges (sometimes complex) in accordance with required works and process fee claims in a timely fashion.

Able to competently use Microsoft packages to produce contract and project document and Autocad software to produce and amend accurate scaled drawings, plans and layouts.

Able to maintain accurate, precise and timely information and systems in relation to highways developments.

Substantial knowledge of Section 38 (Highways Act 1980), Section 23 (NRSWA 1991) and Section 106 (Town and Country Planning Act 1991), Health & Safety Legislation and other associated legislation and regulations ©.

Substantial knowledge of current traffic management, highway and civil engineering design, construction practices and legislations.

Knowledge of Surface water and sewerage connections, construction of carriageways and materials specifications including concrete and aggregates to ensure appropriate highway construction
