An excellent opportunity has arisen for a Highways Development Control Manager to work on a long-term contract basis (12 months+) in the Home Counties.

As the successful candidate, you will report to the Sustainable Transport & Development Manager, working as part of a specialist team focussing on Development Control / Management within an extremely busy local authority.

There will be no direct line-management responsibility, however you will be responsible or managing contractors and other parties implementing civil engineering / construction works related to any agreements.

Purpose of post:

To carry out the day-to-day role to review all planning applications with a view to providing a written response to the application, having relevance to the impact on the public highway and to be able to provide that degree of expertise when called upon to defend the authority when challenged at the time of approval or rejection. Lead on developments involving works associated with the Highways Act 1980 (sections 38 & 278)

Principal responsibilities:

Manage all planning applications with relevance to the following; Section 38 (Highways Act 1980) and Section 106 (Town and Country Planning Act 1991) Section 278 or any other form of agreement related to construction works. This will involve;

·providing specialist technical advice to developers and others on material use, proposed highway plan layout and highways regulations at the pre-planning stage as well as on site through to completion.

·monitoring the progress and quality of any preliminary surveys and the works,

·reviewing the proposed construction specification,

·reporting in a timely fashion with other service areas so that approved works may become adopted and maintainable upon completion.

Develop, monitor and maintain appropriate chargeable fee structures to maximise income for the Council. Prepare fee agreements with developers for associated Highway adoptions and undertake regular financial monitoring to ensure these have been charged and received in a timely fashion.

Develop, monitor and maintain appropriate process for recording all proposed highway developments in the Borough including commencement, conditions of planning consents and completions. Ensuring developers are complying with their legal responsibilities and ensure that works are brought to adoption upon completion. Produce Highway Development Compliance reports as required to record non-compliance with works and specification which may lead to additional works and fee claims.

Ensure all drawings, specifications and Bills of Quantities reflect the As-Built works, providing technical advice and support as required, to ensure the appropriate highway adoption. Ensure all plans/documentation are shared with appropriate services in the Authority so the Corporate GIS is maintained.

Represent the client at meetings, project boards etc as required, providing the necessary professional and technical advice to developers, contractors, 3rd parties, officers and project teams. Prepare and deliver presentations as required.
