Overall Purpose of the Job:

The role will include the provision and coordination of effective safety engineering advice, support and information to the design team and the client’s representatives; ensuring compliance with applicable regulations and company-wide HSEC Management System Guidelines.

The post holder will coordinate as required the development and implementation of HSE guidelines and documents and provide support across the full spectrum of technical safety related issues.

Technical safety engineer shall be sufficiently familiar with IEC 61508/61511 to define the work scope & provide oversight pertaining to the performance of studies by third party contractors including but not limited to LOPA, SIL Analysis and Functional Safety Assessment.

Activities will include:

* Planning, scheduling, managing and execution of discipline activities and deliverables.

* Undertaking work on risk and process safety as allocated by the Project Manager to agreed quality and timescales and client requirements.

* Acting as discipline approver (& originator where necessary) for all Technical Safety deliverables (e.g. philosophies, calculations, studies, reports, specifications, datasheets, drawings, etc) whilst following all applicable procedures and guidelines.

* Coordinating with other disciplines as necessary in the preparation and development of the deliverables and ensuring that other disciplines’ input is incorporated and vice versa.

* Ensure compliance with relevant specifications as well as applicable national / international regulations, codes and standards.

* Liaison with and reporting to Project Management and Client including reporting on work status / problem areas / needs and proposed solutions.

* Working knowledge across all Technical Safety sub-disciplines (i.e. Process Safety, Fire Protection, Environmental and Human Factors) with strong understanding in one or more.

* Identify suitable consultants/sub-vendors to carry out specific studies and coordinate delivery of such studies where necessary.

Some of the deliverables identified for the project include HSE Design Philosophy, Quantitative Risk Assessment (QRA), Fire explosion & Hazard assessment, Fireproofing philosophy and requirements, Escape and Evacuation, Fire Fighting Systems, Fire & Gas Detection, Electrical Safety and Operability (SAFOP) study, Hazardous area classification, HAZOP, SIL Study, Dispersion Study, Emergency Response Plan.

It is envisaged that the candidate will be required to be in the office in Gloucester at least 3 days a week for the first 3-6 months while working remotely for the rest of the week to progress the work (if required). Some extra days may be required for specific meetings, reviews etc therefore there is a need for flexibility.

The overall period for this assignment is 12 months.
