The Asfari Foundation is an energetic young British grant-making charity set up by Ayman and Sawsan Asfari in 2006. Our vision is for a world where people actively work together to create productive, inclusive and just societies. Our mission is to educate young people from the Levant and the UK, supporting them to create positive change, and to strengthen civil society in their communities and countries. We make grants of some £4m per year to international, national and community organisations, universities and research centres that share the Foundation’s goals and values and are able to deliver. Together with our partners, we identify, develop and fund ideas that deliver change for young people from Syria, Lebanon, Palestine and the UK. We fund projects in the UK, Lebanon, Palestine/Israel and Jordan and occasionally inside Syria.

The Foundation is based in London, with a staff team of six overseen by six Trustees. The Foundation has three programmes: the Civil Society Programme, the Relief Programme and the Youth Empowerment Programme. More information about our programmes can be found on our website.

The Foundation has made considerable progress in recent years and its programme work has expanded in terms of spending, partners and complexity. We also work in a fast changing, increasingly complex context. We are keen to employ an experienced and energetic Youth Empowerment Programme Manager who can manage and develop the Programme. We would expect them to identify and develop increasingly innovative, sustainable and relevant projects that promise real and lasting change for civil society, young people and education systems benefiting young people from our target countries of Syria, Palestine, Lebanon and the UK.

ABOUT THE YOUTH EMPOWERMENT PROGRAMME

The overall objective of the Youth Empowerment Programme is to address structural and systemic issues that restrict the educational, vocational and business opportunities available to young people, particularly those aged 16-24 from Syria, Palestine, Lebanon and the UK. We:

  • support organisations and initiatives that contribute to the overall vibrancy, professionalism, effectiveness and accountability of the education systems in Syria, Palestine and Lebanon.
  • Support organisations that work on entrepreneurship (whether business or social) and on education (including vocational, secondary and higher education) for young people, potentially including scholarships run by partner organisations.

We do this by:

  • Providing flexible grants and accompanying individual and organisational capacity building support to organisations and initiatives.
  • Providing grants to support research into challenging questions that addresses systemic change or issues.
  • Providing grants to seed or test new ideas or approaches by organisations that we believe to be particularly innovative, have strong potential to help young people and are related to the thematic areas above.
  • Providing grants for, or initiating processes that bring together current and past partners and alumni for shared learning, exchange and joint initiatives.

The Foundation is looking for an exceptional candidate to manage and develop its Youth Empowerment Programme portfolio, currently consisting of some 20 partners and a budget of some £1m per year. The Youth Empowerment Programme Manager would ensure that:

  • The current partner portfolio and budget is carefully managed and supported so that it delivers results.
  • New partners, project ideas and strategies are identified and developed so that the Foundation’s funds are spent effectively, helping to create real change for organisations and young people in the Foundation’s target countries.
  • The Foundation follows best practice in education and grant making.

JOB DESCRIPTION

Job Title: Youth Empowerment Programme Manager

Reports to: Head of Programmes

Contract: Permanent position after successful completion of a six month probationary period

Hours: Full time, Monday to Friday 09.00 to 17.00

Location: The Asfari Foundation office, Unit A, 1-3 Canfield Place, London NW6 3BT

Salary and benefits: £35,000 - £40,000 (depending on experience and qualifications) (plus benefits)

Annual leave entitlement: 25 days per year, growing to 28 days in year 4

Note: Travel in the UK and the Levant region up to ten weeks per year is required

Job purpose

In consultation with and under the supervision of the Board, the CEO and the Head of Programmes:

  • To be accountable for the successful delivery and development of the Youth Empowerment Programme in line with Foundation goals, objectives and strategy as laid down by the Trustees.
  • From time to time, other work as may be required.

Key duties and responsibilities

Planning for the Youth Empowerment Programme

  • Develop the Programme so that it delivers innovative, sustainable and cost effective support to the education, employment, enterprise and long term prospects of young people in the Foundation’s countries of operation.
  • Identify project opportunities for innovation, research and networking that the Foundation either commissions or organises, and implement or commission these projects.
  • Ensure that all planned activity reflects the Foundation’s vision and values.
  • Monitor the educational and employment situation related to young people aged 16 to 24 in the Foundation’s target countries to inform Programme planning, using personal expertise and contacts, and working appropriately with experts and consultants, documenting this information for easy sharing with colleagues.
  • Develop a strong network of contacts and information sources on education, employment, enterprise and young people in the Foundation’s target countries.
  • Identify opportunities to develop Foundation-only or joint projects with reputable organisations and develop these into recommendations for the Trustees.
  • Help ensure that lessons learned are incorporated in the Foundation’s work.
  • Make recommendations to the Head of Programmes, CEO and Trustees to develop and refine procedures, policies and guidelines on all aspects of the Programme in line with Foundation standards, UK charity regulations and best practice.
  • When necessary, identify, recruit and manage consultants to work on the Programme
  • Under the Foundation’s new strategy, annually identify, vet and propose to the Projects Committee up to five new partners for three-year grants. Vetting and monitoring should include careful assessment of organisational strength as well as the impact of the project proposed both on the target community and on the development of the organisation.
  • Onboard selected partners by drafting and signing solid agreements.
  • Support selected and existing partners to develop their work and the project in question; identify capacity building needed and ensure this is provided; and identify opportunities for innovation and networking between partners and others.
  • Ensure that robust monitoring and evaluation systems are in place (through visits, calls, and regular, timely and qualitative narrative and financial reporting by partners) to ensure that the Foundation’s resources are well spent and its specific objectives and timescales are met.
  • Establish and maintain strong and cooperative relationships with all partners and stakeholders.
  • For projects with individual grantees, work closely with partners to ensure the selection of the most suitable candidates and provide pastoral care and monitoring of grantees.
  • Be responsible for all administration related to the Programme, including responding to queries, archiving and travel arrangements (with support from the Administrator).
  • Cost-effectively managing and reporting all aspects of the Programme budget and individual grants, ensuring appropriate budgets are set, good value grants given and reported on, and timely and correct grant disbursement and reporting is ensured.
  • Assist in the production of annual accounts and report.

Other tasks

  • Prepare reports on the Programme for Trustees and other stakeholders.
  • Proactively assist in the production of papers for all meetings of the Board of Trustees and related committees, and take minutes of meetings related to the Programme.
  • Contribute to the website, newsletter and other Foundation publicity materials.
  • Represent the Foundation to partners and other stakeholders.
  • Provide assistance to other colleagues when necessary.
  • Other tasks as may be required from time to time.

Person specification

Skills

  • Fluent Arabic and English language skills (written and spoken).
  • A good understanding of the challenges faced by disadvantaged and refugee young people in the Arab region related to education, enterprise and employment, particularly in Syria, Lebanon, Palestine, Jordan and the UK.
  • Strong management, administration and budget management skills.
  • Excellent interpersonal and communication skills, enabling the building of strong relationships with a variety of partners in several countries.
  • Self-motivated and highly organised.
  • Ability to deal with senior partners.
  • Enthusiasm and energy.
  • Innovation and creativity.
  • The ability to work independently and in a team.
  • Excellent writing skills.

Experience

  • A proven track record in the identification, vetting, monitoring and evaluation of projects or programmes in several countries.
  • Proven experience in one or more of the Programmes foci of youth education, enterprise or employment projects in the Arab region at the field level with international or local organisations, including experience with refugees and in at least two of the Foundation’s Arab countries of operation: the UK, Lebanon, Syria, Palestine/Israel and Jordan.
  • Experience of planning for and developing new projects, programmes or interventions.
  • Experience of providing or supporting capacity building to organisations and individuals.
  • Experience in grant making.
  • Experience in scholarships provision.
  • Experience of managing consultants or staff.
  • Experience in managing budgets larger than £750,000 pa.
  • Experience in working with universities and/or research organisations and on research projects.
  • Experience handling multiple projects concurrently, balancing workload and identifying priorities between those projects as appropriate.

Qualifications

  • A relevant degree at postgraduate level.
  • Relevant knowledge and training in management, education or youth-related subjects.

Other

  • Familiarity with one or more of the Foundation’s partner projects.
  • Willingness and ability to travel on behalf of the Foundation for up to ten weeks per year.
  • Ability to travel to Lebanon, Israel/Palestine, Jordan and Turkey.
  • Sensitivity to Arab culture, tact and diplomacy.
  • A proven commitment to civil society development, education, young people, the Arab world, and productive, diverse and inclusive societies.
