Our client is looking for a Programme Manager on a 2 month contract with possible extension.

Working Hours: Monday - Tuesday. 9:00am - 5:00pm.

Job Purpose:

To direct and co-ordinate the prioritisation, resource planning, change management implementation and maintenance of information and communications technology (ICT) policies, initiatives and services for the Council in accordance with the Corporate Plan, ICT strategy and investment programme. To ensure that delivery of these products and services meets the requirements of the business and complies with the appropriate professional, technical and national standards.

Responsibilities:

* Manage, develop, support and lead teams made up of a mixed disciplined team of professional staff and contractors in the reasearch, design, construction, delivery, training and maintenance of ICT polices, products and services across a diverse geographical area for Members, office staff, all schools and other external clients and partners to achieve the objectives of the ICT strategy and investment programme.
* Co-ordinate, control, maintain and monitor macro level schedules, plans, programmes and budgets for multiple work strands over a short medium and long term, make proposals for remedial actions at a strategic level to ensure performance is maintained and to facilitate strategic planning.
* Manage the specification of financial and human resource requirements and skill types, commissioning of work and liaising with client managers as well as other key stakeholders to ensure comprehensive understanding of business requirements, issues and contracts to secure the effient delivery of all ICT projects, products and services in accordance with appropriate polices and standards.
* Design, develop, support and momitor the application of a diverse range of technical and business standards and policies including selection and tailoring of techniques and contributing to local working practices by agreeing priorities and monitoring performance in support of the Corporate and Departmental objectives.
* Recruit, manage and develop staff through appraisal and training to ensure that appropriate skills and expertise are maintained and that staffs are motivated and have a high level of customer care and responsiveness to deliver professional and technical services to clients and work collaboratively within the Service to achieve service wide objectives and best value for the council.
* Manage the procurement of external products and/or services through negotiation with external suppliers and partners in accordance with the Procurement Unit standards in order that contracted performance can be monitored in terms of quality, quantity and financial probity.
* Participate in Regional and National forurms (e.g SMS) and work extentsively with external parterners such as SOCITM and TIF to keep abreast of new developments and suppliers impacting on service and product delivery.
* Produce regular process summary and management information for and liaise closely with the other key stakeholders to ensure that all appropriate members, ofiicers, clients and partners are briefed to allow for a clear vision of the status of the overall work programme.
* Review policies, standards compliance and service provision on a regular basis, maintaining links with key suppliers and partners in order to ensure Best Value Service delivery.
