Nineteen Recruitment are a teacher owned, independent agency specialising in the recruitment of temporary and permanent staff for our Education, Social Care and Public Sector clients.

We have the pleasure of recruiting, on behalf of a local authority client, for a SEND Team Manager for their Early Years and School Improvement department.

This full time, 37 hours per week role would require the candidate to manage the Statutory Assessment and Review Team, with responsibility for this process for Children and Young People aged 0 to 25 years.

Job Purpose:

* Lead and manage the work of the statutory assessment and review team ensuring deadlines are met

* Effectively implement the duties of the Children and Families Bill

* Quality assure systems, evaluate and report on impact

* Chair education, health and care integrated meetings ensuring the effective participation of children and young people, their families and professionals

* Manage complex situations and resolve any complaints

* Ensure the local offer is promoted effectively

* Work with colleagues in commissioning and finance to ensure good governance and value for money in the placement of children with education, health and care plans

* Provide expertise and advice to schools, parent/carers and other professionals in meeting the needs of pupils with SEND

* Lead workforce training and development

Job Content

* Lead and manage the work of the statutory assessment and review team.

* Ensure the time lines are met with respect to the statutory assessment and annual review processes.

* Ensure decision making on the placement of pupils with education, health and care plans is informed by high quality, consistent and accurate information.

* Manage complex situations and resolve any complaints through negotiation wherever possible.

* Have accurate knowledge of the range of services/resources to meet the assessed needs and promote the local offer.

* Ensure the effective preparation of the SEND officers for mediation and tribunal meetings.

* Work effectively with commissioning and finance teams to ensure good governance and placements provide value for money.

* Ensure that information is accurately recorded to enable effective performance management.

* Develop quality assurance systems that ensure a regular review of service and evidence change as a result of stakeholder feedback.

* Evaluate and report on the work undertaken to meet the requirements of the Children’s and Families Act

* Provide a key contact for parents/carers and professionals with respect to statutory assessment and review processes.

* Monitor and evaluate the outcomes for pupils with an education, health and care plan.

* Keep abreast of national policies, guidance and current developments in SEND.

* Provide advice, guidance and support to education, health and social care colleagues on identifying and meeting the needs of children with SEND.

* Work in partnership with a range of professionals to develop their expertise and practice in meeting the needs of children with SEND.

* Identify the training needs of staff and other professionals and contribute to the planning and delivery of CPD as appropriate.

* Identify and disseminate good practice which raises the achievement of SEND pupils.

* Contribute to the review of services and take responsibility to lead on delegated actions.

* Deliver agreed priorities within the SEND strategic plan.

* Work in accordance with the Local Authority’s Equality Policy.

* Work in accordance with the Local Authority’s Health and Safety policy.

To be considered for this role:

You must have experience in this field and be degree qualified

You must have an enhanced DBS subscribed to the update service, or be willing to obtain one

You must be able to provide at least three years written references
