We are currently working with a innovative not for profit organisation who are seeking an experienced Contracts Manager to join their team on a 6-9 month basis

You will be proactively ensuring the smooth running of the organisations central infrastructure with lead responsibility for business systems and office management

The role will support the Executive Team in managing the internal business affairs and ensuring compliance with regulatory and legal requirements

Key responsibilities are:

Providing effective leadership and support to central service staff, developing work plans, communicating clear standards and leading by example
Owning the business reporting function which includes reporting to the Executive Team, the Board and Regulator.
Managing the pipeline of external projects including maintaining a register of potential bidding opportunities, understanding resource capacity and capability in the organisation, such that profit and loss analysis for each contract can be completed
Lead on procurement processes for externally commissioned support and develop consistent contract management processes such that resources can flex and support business change and growth
Management of a risk and issues tracking mechanism and proactive resolution and escalation processes
Supporting a work culture that delivers efficiency and high quality outputs

You will also be:

Overseeing key business systems and processes including information management and ensuring business continuity
Leading on routine reporting against agreed deliverables and national or local metrics
Leading on financial tracking of external contracts to ensure value for money is achieved
Ensuring appropriate risk and issue management processes are in place and that these are routinely reported to Executive Team and the Board
Supporting the organisational business planning process, as well as providing support to individual teams to complete their requirements
Supporting the development of a suite of programme and project management documents that are embedded within the organisation
Proactively consider the redesign of processes to further improve efficiency and quality
Leading on procurement processes for externally commissioned support and develop a consistent contract management processes to ensure delivery
Negotiating, monitoring and reviewing a portfolio of support offer contracts including those externally commissioned or provided by NHS organisations, commercial providers and/or other providers of services
Leading and project managing the commissioning process of the support, including compliance with relevant procurement legislation, routine bidding requirements (e.g. quality standard kite marks) and financial instructions
Responsible for the development and production of information systems and reports to support business decisions, capacity planning and the ongoing monitoring of contracts
Providing coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested
Providing relevant and timely specialist advice and guidance on own portfolio of projects/function
With the team of Programme and Project Managers, ensure aspects of Research and Development activities, collating information, analysing and reporting findings are undertaken as well as investigating the causes of any variance from target/plan and proactively contribute to the implementation of solutions
Providing regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective
Providing oversight and monitoring of all aspects of programme budgets
Ensuring assets are mapped and tracked to monitor resource allocation efficacy
Evaluating projects/function for delivery against financial requirements
Identifying where there may be deficit of skills or human resource to meet planned delivery
Effectively line manage a small team that support the smooth running of the office
Devising and providing improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes
Ensuring timely and accurate information analysis and reporting
Contributing to the strategic planning of projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary
Contributing to the development of performance and governance strategies and the development and implementation of improvement programmes
Contributing to the review and development of existing information management systems and contributing to the development of an integrated management approach
Developing policies and procedures with an impact on the wider organisation, as required

To be successful in your application you will have previous experience in a similar role where you will have been managing multiple complex projects simultaneously. You will be able to shift focus from one project to another quickly and be able to demonstrate a full understanding of each project quickly and effectively. You will have full understanding of how to put together tenders and bids and be happy to be an active participant within the projects. You will have strong report writing skills along with previous supervisory experience. A degree and Prince 2 Project Management qualification would be ideal, however not essential. Experience and understanding of the NHS is strongly sought.

Core hours are 9am - 5pm but flexibility is available.
