Scope & Responsibilities:

Reporting to the Vice Principal – Corporate Services:

- Leading all estates, facilities, services & property management functions across the college estate
- Supporting continued development of the college accommodation strategy & managing its implementation including providing space needs assessment data and monitoring & reviewing space utilisation to ensure the most effective & efficient use of the college premises whilst meeting the needs of the curriculum teams
- Delivery of all hard and soft services, asset management planning & project management of all estates related projects including responsibility for all new capital & refurbishments through a combination of in-house staff & outsourced contracts
- Managing the property portfolio including all freehold & leasehold accommodation
- Management of college compliance with the Safety Management System & ensuring the H&S of staff, students, visitors and contractors in accordance with College policies, procedures & arrangements including expert & authoritative advice & guidance to managers, staff & members of the Corporation
- The annual Premises revenue budget of circa £2.6m

Qualifications & Training:

- Educated to degree level or equivalent current industry experience & a member of a relevant professional body such as RICS, RIBA or BIFM
- Educated to NEBOSH National Certificate Level in health & safety & an active IOSH member & H&S Practitioner or equivalent current working experience

Work Experience:

- Appropriate experience in a large, organisation sufficient to demonstrate competency & ability at a middle management level ?
- Experience of project management of a variety of project types & sizes including large new build & refurbishment projects, stakeholder consultation & involvement, procurement of contractors & consultants, design & build, project delivery on time & within budget ?
- Good knowledge of legal & practical aspects of site acquisition & disposal including negotiating terms
- Excellent knowledge of practical aspects of construction, mechanical/electrical service installations including HV, IT, compliance & H&S
- Experience of managing teams, including prioritising & managing workloads
- Experience of contract management, developing, maintaining & managing organisational Disaster Recovery Planning

Key Tasks:

- Support the on-going development & implementation of the college Accommodation Strategy, which is closely aligned to the Strategic Plan providing space needs assessment & space utilisation information to inform this
- Management of the Property Services team including external contractors to provide outstanding customer service
- Implementation & management of the Safety Management System in accordance with legislation, policies, procedures & arrangements & reporting directly to the H&S Committee
- Asset Management Planning including short & long-term strategies for the estate & develop costed plans for the development, refurbishment & maintenance of the estate, including the provision of building services & the mechanical & electrical plant
- Managing the property portfolio including freehold & leasehold property, negotiating terms, liaising with professional advisers & managing acquisitions, disposals & renewals
- Managing the college’s annual Premises Budget including planning, preparing & monitoring & achieving on-going efficiencies whilst maintaining an outstanding estate & delivery of all services
- Managing, including Project Management, the annual programme of works & Capital Bids process
- Managing building projects from inception through to handover & sign off of the maintenance period, including alterations, refurbishments & extensions
- Liaising & working with colleagues to understand, advise on & establish requirements for projects leading to the formulation of a firm & realistic brief. It will be part of the role to draft feasibility studies, define briefs & establish budgets & programmes to deliver works, including grant aided works
- Establish & manage a design team of external consultants & contractors/ subcontractors including quantity surveyors, building surveyors & engineers. The responsibilities will include tendering/procuring, briefing, overseeing & monitoring the delivery of projects including reporting to Project Management Groups & Governor’s Project Boards
- Ensure project management processes are in place for all projects which will include the establishment of comprehensive & sufficiently detailed budgets, compliance with procurement legislation, production/maintenance of room data sheets, migration & operation planning, O&M manuals & H&S files
- Plan, programme, monitor & control individual sub contracts
- Responsible for, amongst others, the development, maintenance, implementation & renewal of the Disaster Recovery Plan, Carbon Management Plan, Green Travel Plan & Asset Management Plan
- Production of weekly, monthly & annual reports on the team’s work load including H&S, Compliance, Carbon Management, Asset Management, space utilisation against KPI’s including progress against programmes & budgets
