The role

Highways England are looking to recruit for Quality and Performance Manager to based in Bedford to lead on divisional performance reporting, and drive the implementation and embedment of performance measurement and management as an essential tool for effective contract management.

Day to day

Oversee production of monthly performance reports on behalf of the division, ensuring reports are based on consistent and robust assessment of evidence.

Co-ordinate the production and maintenance of the regional programme in line with spending reviews, business priorities and value management, review and validate the proposed area annual plans including proposed efficiencies.

Assess and validate approach to measuring performance of suppliers, and advise Service Manager on appropriateness. Analyse performance data to ensure consistency of reporting and identify causes where performance of suppliers is significantly different compared with other contracts, and support NDD Central performance benchmarking exercises.

Ensure Quality Plans produced by Service Providers remain fit for purpose by: providing advice to Area Teams on their role in testing the Quality Plan and proposed amendments to it; monitoring programme of Service Quality Reviews (SQRs).

Planned and reactive audits of aspects of Quality Plan and supporting Service Manager undertaking others; highlighting areas to be examined by 3rd party (e.g. NOACC) audits; monitoring Service Provider`s management of corrective action plans, non-conformities and accrual of Quality Points to ensure system is working effectively

About you

Ability to achieve Quality Management qualification (e.g. Lead Auditor) with HE support as appropriate.

Experience of effectively using performance measurement and management processes, or ability to develop this capability. Excellent communication and interpersonal skills

Strong ability to identify and engage with key stakeholders both internally and externally

Demonstrable experience in planning and organisational skills with a keen eye for detail
