SECTION A: JOB DETAILS

JOB PURPOSE

To act as Finance Business Partner for the Estates projects and programmes; to oversee the management accounting support to Strategic Estates team; to deliver financial planning, budgeting and reporting; to provide business and financial advice to the respective Directors, senior staff and non-finance personnel on all aspects of the team’s activities; and to support the Head of Finance on financial planning, budgeting and reporting for the Team, deputising where necessary.

SECTION C: JOB SPECIFICATION

DESCRIPTION OFDUTIES

Financial Planning and Business Cases

  • Contribute to the Medium Term Investment and Medium Term Financial Plans (MTIP & MTFP) for the projects and programmes income and expenditure, liaising with key staff, providing rigour and challenge
  • Liaise with project leaders and operational managers ensuring they have and understand the financial information required to manage their business
  • Lead on the financial and economic appraisals in SE Green Book Business Cases and advise on levels of risk and optimism bias, with the latter supported by empirical evidence of different types of projects delivered by the client
  • Oversee project funds changes, budget virements and profile approved budgets in line with business cases and change control forms
  • Ensure financial information held on finance systems is accurate and up to date
  • Develop measures for improved forecasting and reporting on lifecycle project/programme costs
  • Work with the Head of programming and Planning in developing the 25 Year plan and Medium Term Investment Plan.

Forecasting

  • Challenge and advise Project Leaders to ensure robust forecasts are prepared, and on time
  • Support the Head of Programming and Planning in ensuring effective and productive challenge meetings and in identifying actions to reduce forecast variances
  • Support the Head of Finance in preparing high level monthly project forecasts
  • Review monthly forecasts and ensure it is accurately recorded on finance system (HAIS)

Financial Reporting

  • Ensure the monthly expenditure reports are checked to identify any errors in coding and carry out monthly accounting adjustments by 3rd working day of the month
  • Responsible for the preparation and distribution of section monthly reports, together with commentary by the 10th working day of the month
  • Provide ad-hoc management reports as requested by senior management within agreed deadlines
  • Co-ordinate Freedom of Information requests for the Team that require financial input

Financial Analysis

  • Contribute to on-going and post investment reviews carried out by the Portfolio Management Office
  • Contribute to committee papers on the subject of project performance/delivery
  • Contribute to lessons learnt reviews of projects, building up an understanding of common themes and constraints
  • Analyse change controls to understand trends and common themes
  • Assist in the defining and maintaining the business requirement for the finance and project reporting systems

Deputising for Head of Finance

  • Financial approvals
  • Reviewing business cases
  • Attendance and presentation of reports at Team and Programme Board meetings
  • Supporting Directors in continuous improvement

Other

  • Oversee the staff capitalisation process and make adjustments to the financial records to match activity
  • Ensure managers with financial responsibilities are aware of the training available and report to senior managers on take up
  • Ensure consultants providing financial information are aware of relevant accounting concepts and encourage best practice and governance in line with the Finance & Procurement rules
