Programme Manager - Procurement and Supply

Passenger Transport Sector

Salary to £40,000 plus additional benefits.

This is an interesting opportunity for a programme manager with experience in procurement and supply management to join a National Train Operator. Ideally based in Cardiff, you will be working closely with the senior management team and will be responsible for providing management information and data to the procurement function, managing the financial performance of the department, highlighting performance trends, sharing best practice and identifying potential risks as well as managing any change projects arising from within the central procurement team. You will be the owner of the procurement savings process, including financial validation, data input and performance monitoring, continuous improvement of all procurement processes and governance.

Main responsibilities

  • Ensuring receipt of all monthly procurement management information for reporting within monthly dashboard
  • Manage and own the annual consolidation of all external spend data into the database
  • Continuously improve and maintain a suite of collaboration platforms within the function (SharePoint, Contracts Database and emerging platforms)
  • Manage the procurement contracts database
  • Manage and maintain all central procurement documentation (e.g. policy, toolkit, savings, DoA)
  • Design and develop a strategic supplier segmentation tool aligned to the contracts database
  • Monitor financial risk associated with supply chain
  • Central point of contact for all procurement analysis requirements
  • Coordinate and distribute monthly/quarterly procurement report/KPI dashboard
  • Work with Finance to ensure that spend is reported correctly
  • Manage the internal and external benchmarking activities in order to identify saving opportunities
  • Be the Procurement Function Tool Kit Owner
  • Provide analytical support and market research
  • Update the project tracker on a monthly basis
  • Provide analytical support for the central ICT function
  • Provide central procurement ERP support
  • Ensure alignment of all central process and procedure with wider group procurement protocol
  • Develop and maintain an understanding of all systems and licenses available to procurement
  • Provide dedicated support for all change programmes
  • Provide strategic presentation support

The ideal candidate

  • Educated to Degree Level or similar level and studying towards MCIPS qualification (or have a desire to)
  • A self-starter who is results-driven with high levels of self-motivation, mobility, energy and initiative
  • Strong decision making, robust problem-solving and analytical skills
  • Ability to communicate with impact and engage effectively with senior stakeholders
  • Well-developed written and verbal communication skills
  • Clear understanding of business dynamics and reporting requirements for procurement
  • Experience of working in conjunction with technical, operational and project teams
  • Ability to manage multiple complex initiatives
  • Ability to present figures to an audience of stakeholders
  • Proven capacity to manipulate, analyse and manage complex data streams from multiple ERP sources
  • Experience of the Microsoft suite of applications (inc Office 365), MS Excel skills, Oracle, SAGE, SAP (or similar ERP type systems)
