Bridges Engineer – Abnormal Loads

Directorate: Essex Highways.

Job Purpose

The post holder will be required to assess proposed Abnormal Load movements across the County, with particular regard to whether highway structures along the proposed route are capable of taking the load and responding to hauliers as appropriate. This role is part of a wider team and works alongside an Abnormal Loads Officer.

The role involves the review and assessment of any abnormal loads which fall outside the agreed guidelines referred from the Abnormal Loads Officer, within statutory deadline periods.

The post holder is also required to update and maintain the abnormal load register as required and identify improvements to the processes and systems used to record and manage abnormal load movements to improve efficiency and resilience of abnormal load reviews.

The Post holder will act as the Structures Advisor as defined in the Well-Managed Highway Infrastructure: A Code of Practice document with regard to the management of abnormal loads on behalf of the local Highway Authority in Essex.

Key Accountabilities

• To review and manage abnormal load routing requests that fall outside the agreed guidelines (generally greater than 80 tonnes), liaising with the Abnormal Loads Officer and Network Management teams as appropriate recording all information in the relevant management systems.

• To identify process and assessment improvements that can be made to the abnormal load review process for implementation to improve the efficiency and resilience of the service.

• To use abnormal load assessment data to contribute to the development of structures works programmes, in particular the structures capital strengthening and upgrading programme.

• To provide assistance and technical expertise for various structures asset management functions such as lifecycle planning, whole life costing, valuation and data management to ensure the authority has a strong approach to asset management.

• To assist with the maintaining and updating the Structures Asset Management System including the management and analysis of data and extraction of reports as required.

• To interrogate asset data to facilitate the development of asset management strategies.

• To assist with the preparation of reports, strategies and policies and to attend challenge meetings to provide support as appropriate.
• Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing ECC and Essex Highways policies and procedures.
• Understands the overall functions, aims and directions of Essex Highways, and how their specific area of responsibility fits into those objectives.
• Is able to translate this for team members and ensure they also understand how their objectives fit into the wider organisation.

Knowledge, Skills and Experience

• Degree or equivalent high level qualification in civil engineering
• Previous experience of Abnormal Load management – especially those outside agreed guidelines (greater than 80 tonnes)
• Working towards Chartership with the IStructE or ICE, or membership of a relevant Professional Institution would be advantageous
• Evidence of continuous professional development.
• Extensive knowledge and application of Highway Legislation, relevant structures procedures and standards and good practice, in particular selection of maintenance approach.
• Detailed knowledge and experience of a wide range of relevant engineering or service techniques and procedures including being fully conversant with the use of specialist software tools as required.
• Knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations.
• Experience of dealing with members of the public.
• Conversant with Microsoft applications – Word, Excel, Access and PowerPoint.
• Good written and verbal communication and interpersonal skills (including report writing).
• Required to be mobile throughout an operational area (or throughout Essex or similar where more appropriate) and therefore a valid driving licence and use of car if not provided, unless the role can be undertaken effectively by alternative transport arrangements
