Your New Role

My client is seeking to recruit a Head of Procurement to lead the Housing Associations procurement strategy and plans, ensuring an effective fit with the company objectives and compliance with all relevant legislation.

Main Tasks
• Ensure Housing Associations compliance with EU and UK procurement regulations and legislation.
• Plan and support the delivery of the procurement of works, goods and services above the EU threshold.
• Support staff to use framework agreements to deliver works, goods and services above the EU threshold.
• Provide expert advice on procurement matters.
• Work with managers across the business to drive value for money, process improvements and quality, using procurement as an opportunity to challenge existing practices and actively seek better outcomes for the Housing Association and their residents.
• Provide training, support and advice to staff engaged in planning and delivering the procurement of works goods and services below the EU threshold.
• Track, analyse and engage with the market and research contracting options within the public sector housing market.
• Ensure that procurement activity continues to support business objectives.
• Work with Managers across the business to ensure compliance with internal procurement procedures.
• To participate in the Finance team activities
• To contribute to maintaining an effective work-place
• Act as an ‘ambassador’ for procurement within the Housing Association and beyond.

What you need to succeed

Experience

• Experienced senior procurement manager within a Public Sector Organisation
• Technical ability with experience of procuring repairs, maintenance and cleaning services
• Proven history of working effectively and ability to act as an ambassador of the organisation
• Experience of managing external stakeholders and internal customers with good interpersonal skills
• Compliance with EU and UK procurement regulations and legislation (OJEU)
