TWC Recruitment are looking to appoint a Procurement and Parts Department Manager for a global supplier of railway track maintenance and construction solutions. With a broad range of high quality equipment, cutting-edge technology, and worldwide support.

The Procurement and Parts Manager will ideally have experience dealing in High Value, low volume procurement, come from a technical / engineering environment and have experience in managing teams.

Procurement and Parts Department Manager


To develop and manage procurement and stock processes, activities and strategies to ensure efficient and effective sourcing, delivery, availability and stock levels of parts, equipment and supplies to the organisation and its internal and external customers whilst achieving the most favourable terms to secure future delivery whilst ensuring environmental sustainability.


  • To develop and maintain a clear strategy when purchasing goods and services.
  • To develop and maintain policies for purchasing that take into account budgets, stock requirements and skills required.
  • To ensure the procurement process, customers and suppliers meet relevant ISO accreditation and /or insurance cover as required.
  • To manage/oversee projects and associated project teams to ensure effective procurement, delivery and supply within agreed budgets.
  • To identify and progress new and integrated supply agreements.
  • To develop and maintain policies and processes for ensuring accuracy of stock, booking, picking and packing.
  • To develop and maintain policies and processes for managing obsolescence, slow moving and reductions in stock including returns, damages and back order controls.


  • To negotiate and build relationships with key suppliers whilst achieving favourable commercial and pricing terms in conjunction with business activities, forecast and plan
  • To work closely with the commercial team to ensure accuracy of forecasting demand and supply
  • To effectively manage the Procurement and Parts Management departments, including Stock Control to ensure cohesive processes and effective relationships to best serve the business
  • Devise and use fruitful sourcing strategies
  • Discover profitable suppliers and initiate business and organisation partnerships
  • Approve the ordering of necessary goods and services
  • Finalise purchase details of orders and deliveries
  • Examine and test existing contracts
  • Track and report key functional metrics to reduce expenses and improve effectiveness
  • Collaborate with key persons to ensure clarity of the specifications and expectations of the company
  • Foresee alterations in the comparative negotiating ability of suppliers and clients
  • Expect unfavourable events through analysis of data and prepare control strategies
  • Perform risk management for supply contracts and agreements
  • Control spend and build a culture of long-term saving on procurement costs
  • Monitor and support applications and use Safety and Environmental Policies and Procedures within the organisation
  • Support Quality\Engineering\Stores with Non-conformance on parts and service
  • To ensure the stock control systems, procedures and team ensure availability of all required parts and equipment efficiently and effectively and within agreed timescales
  • To ensure systems and processes allow for perpetual inventory, and stock control management and are adequately equipped to resolve discrepancies
  • To ensure stock and parts management processes allow for effective inspection and re-work of parts and life of stock items is managed
  • To comply with all company policies and procedures including Health and Safety, Quality and Environmental, any associated audit requirements and legislation.
  • To undertake training as required.

Qualifications & Managerial Experience

  • People Management experience
  • Procurement management experience at a managerial level
  • Knowledge of sourcing and procurement techniques with demonstrable dexterity for 'reading’ the market
  • CIPS membership/qualification
  • Relevant business degree (supply chain, logistics or business administration) or equivalent
  • Knowledge of supplier or third party management software (Baan experience preferred)
  • Stock Management/control experience
  • Effective Negotiation skills
  • Talent for networking
  • Proficient IT skills inc excel, outlook
  • Engineering type background (qualification or demonstrable working experience)
  • Railway Industry experience preferred
  • High value/low volume procurement experience
