REED Accountancy are pleased to be working with a leading public sector organisation who are looking to recruit a new Payroll Manager.

Based in the heart of Bristol (voted Britain's best city), you will be responsible for heading up a team of 15, taking reports from two managers, reporting into Finance.

This role will see you overseeing the delivery of 3 company payrolls (weekly and monthly) for over 7,000 employees.

• Manage the day-to-day running of the payroll function to provide an effective, controlled payroll and managed information service.
• Responsible for the accurate, timely and controlled running of the payroll routines, from processing to BACS transmissions for all weekly and periodic payrolls.
• Submission of all payroll data to HMRC, RPMI and other third parties to ensure all deadlines are met, all reporting requirements are adhered to and compliance to all related payroll standards are maintained.
• Management, control and development of the Cyborg and associated payroll systems to ensure that time critical objectives are achieved and that robust processes and controls are maintained, reviewed and measured.
• To develop, improve and manage where appropriate external systems that interface into the Cyborg payroll system, ensuring data transmits into Cyborg in the most efficient and controlled manner.
• Comply with Group’s control procedures, ensuring that all changes to payroll and establishments are properly authorised and documented.
• Safeguard the financial and non-financial data present within the payroll office and payroll system ensuring data is secure and compliance is achieved against internal and external standards.
• Provide the businesses with operational and management information to support the management and objectives of the business.

You’ll need to have the following experience:

• Experience dealing with multiple different T&C’s across different organisations.
• Qualified Payroll practitioner with at least 5 years-experience running a large payroll office
• Up to date with recent changes in payroll and tax laws impacting large organisations
• Knowledgeable on payroll, tax, NI, pension and statutory requirements as well as defined contribution and defined benefit pension schemes
• Flexibility to travel when required and work flexible hours as and when required.
• Professional, confident and act with a high level of integrity.

As a minimum you’ll need to have:

• At least 5 years-experience running a large payroll office.
• Strong Excel experience and data analysis skills
• Management experience and skills to manage and develop teams.
• Ability to implement process improvements and review existing controls and improve
• Strong system skills, including excel, word and ideally Cyborg payroll and Cognos reporting
• Strong communication skills, dealing both with financial and non-financial teams
