Project Engineer - M&E Works
We are currently recruiting for a Project Engineer on behalf of a Leading Facilities Services Provider to be based on a large static site near Salisbury. Job Purpose: To take ownership of all allocated building and system upgrades, modifications, decommissioning projects and minor new works valued up to £3m pa within a highly regulated, secure estate as a key member of a TFM team, ensuring works are completed to schedule, cost and quality standards. Principal Accountabilities: Appoint and manage consultants and other specialist contractors. Attend regular scheduled and ad-hoc meetings. Carry out regular contract reviews covering both operational & commercial matters in accordance with procedures. Carry out task related risk assessments and maintain records. Co-ordinate the procurement and resource planning within the requirements project. Initiate contact with specialists and suppliers for quotes, reports and professional advice. Inspection of permits to work issued to sub-contractors, ensuring they are operated correctly. Liaison and organisation of any out of hours work including the management of sub-contractors, ensuring both site security and the Client are aware of the works. Manage all health & safety matters in accordance with relevant procedures and current legislation. Manage projects from design, tender, installation to testing and commissioning, practical completion, handover and ensuring asset management procedures are followed. Prepare briefs, schedules and scope documents in consultation with Client Staff. Prepare budget costs and manage on-going project costs. Respond to requests made via the Help Desk. Review and management of contractor risk assessments and method statements. Rigidly follow all health and safety rules and industry best practices. Rigidly follow relevant work processes and procedures to facilitate a well-controlled service. Take responsibility for successful delivery in accordance with requirements outlined by the Client or nominated representatives. Person Specification: *Time served apprenticeship or qualification to ONC Level or equivalent in, electrical, mechanical or refrigeration discipline. *Previous experience of engineering working in a highly regulated environment. *Proven and extensive experience in a similar role, ideally in a pharmaceutical, manufacture or hospital environment. *Multi-skilled trade background with a good mechanical and electrical aptitude. *Detailed understanding of CDM. *To be fully conversant with general safety, health and environmental legislation including PUWER. *To have a working knowledge of the current HVCA Codes or Practice and installation. *Knowledge of key operational procedures e.g. time sheets, planned maintenance systems, quality, health & safety. *Demonstrable hands-on technical expertise in a number of key operational areas. *Demonstrable skills in dealing with and working closely with internal and external stakeholders and suppliers. *Knowledge and implementation of MS Office, with good overall IT skills *Essential to be a team player with the ability to work efficiently from own initiative. *Must be able to communication effectively with flexible approach to work routine. *Must be able to prioritise and effectively manage multiple work streams. *Must be able to demonstrate leadership qualities with good Influencing skills. *Must be willing to undertake company standard training and work to GxP, if applicableWilling to work in secure and sensitive environment and undertake DBS basic checks. *Ability to effectively liaise with stakeholders and supervise contractors on site. *Ability to expedite the resolution of risks and issues with specific contracts. *High level of interpersonal, presentational and relationship skills. *Ability to develop and maintain good working relationships multiple stakeholders. *Ability to plan and communicate complex works to required level of detail. *Full, valid driving licence preferred. *Smart, presentable appearance, flexible and adaptable nature. *Willingness to learn new skills, embracing change, process and procedures.
