The Property Management and Development Service is responsible for a full range of professional duties relating to the management of the councils property assets. The consists of a small, professional and technical team responsible for development and implementation of the council's corporate asset management strategy, property asset management strategies and plans, property asset investment strategies and programmes together with managing the councils asset register and land ownership records. The post holder will lead the Asset Management Team within Property Management and Development.

The role will be responsible development and implementation of the corporate asset management strategy, property assets management strategies and plans, property asset investment strategies and programmes. The role will have the responsibility for providing strategic direction and coordination of cross service efforts throughout the council to ensure the effective and efficient management of property assets. This will include the delivery of asset modernisation projects including those that involve significant capital and revenue investments.

The skills and experience you must have:
  • A degree in Land Economics, Estates Management, Commercial Property Management, Valuation or similar
  • Full membership of the Royal Institution of Chartered Surveyors (RICS) with extensive post qualification experience
  • Be a Registered Valuer
  • Demonstrable extensive experience and knowledge of the property asset management requirements in a local authority environment.
  • Extensive knowledge and experience of undertaking asset valuations for local authority property assets including schools and community facilities and the requirements of undertaking these.
  • Demonstrable commercial property valuation experience
  • Significant commercial property management experience (retail, offices, industrial and other commercial property)
  • Knowledge and experience of property asset management performance frameworks and requirements
  • Knowledge of community asset transfer and empowerment requirements
  • Understanding of land registration, property ownership and terrier management.
  • Experience and knowledge of property asset register management
  • Experience of working with external organisations including private sector funders for the delivery of joint venture projects
  • Be able to communicate and present project and programme information clearly and concisely both orally and in writing to senior management, elected members, MSP's and MP's, the Scottish and UK Government, private funders (including banks and equity investments), developers, delivery partners and governance organisations (i.e. SFT).
  • Demonstrate a strong customer care focus. Display positive attitude and have a flexible approach to problem solving and working collaboratively to successfully delivery projects.
  • Be able to work on own initiative and as an integral part of a small team, at times under pressure and to strict deadlines.
  • Demonstrate strong motivational skills and a track record of leading professional teams (both in-house and external) to achieve successful outcomes.
  • Experience in operating computer systems and an understanding of Microsoft software packages (including Word, Excel, Project and One Note) and other applications normally encountered in a modern professional office environment
