Risk & Resilience Manager

My NHS Client is looking to recruit a Risk & Resilience Manager who will be responsible for co-ordinating the Trust emergency preparedness, resilience and response arrangements and associated processes in line with the Civil Contingencies Act and associated legislation and standards.

Trust lead for Health & Safety and managerially responsible for the Trust non clinical risk staff including the Health and Safety and Back Care Advisor

Location: South Kensington

Temporary: Expected to last 3months with possible extension

Hours per week: 37.5 hours per week

Salary: £250per day (Umbrella) or £200per day(PAYE)

Job Summary

· This aspect of the role is to offer co-ordination, expert advice, guidance, information, training and support to the Trust at all levels, in relation to all emergency preparedness, resilience and response matters, including the requirements of the Civil Contingencies Act and NHS EPRR Framework 2015.

· To co-ordinate, support, and advise the Trust in respect of emergency planning and resilience matters, in liaison with the North West London Sector and relevant external partners (including NHS England, Public Health England, CCGs, Mental Health Trusts, Specialist Trusts, LAS and Local Authorities) and to co-ordinate all aspects of major incident planning that are incumbent upon the Trust.

· This will include the planning, training and exercising in all areas of emergency planning. Continuous testing of the major incident plan will be coordinated by the post holder, who will ensure comprehensive debriefing and action plans including associated recommendations to address gaps / weaknesses in the Trust’s systems.

Planning Responsibilities

· Implement the major incident plan through establishing an ongoing training programme, to meet the needs of staff, and a sustained campaign of raising profile and awareness.

· Ensure that the Trust has in place robust arrangements for ensuring the provision of an effective and appropriate operational response to major incidents in line with the NHS Core Standards for EPRR

· Regular testing of communication, table top and multi agency exercise as per NHS EPRR Framework 2015

· Undertake risk assessments of potential breakdowns in continuity of normal services and systems of work, in conjunction with and in support of Risk Management Teams across the Trust and RMCS.

· Support in the development of Business Continuity Plans to minimise and where necessary address risks identified across the Trust and RMCS.

Training and Exercise Responsibilities

· Have knowledge of and be able to teach others re the Civil Contingencies Act and the NHS England EPRR Framework and understanding the roles of Category 1and 2 responders.

· Identify and develop an emergency planning training plan / business continuity plan in line with the national and sector requirements. This will include the development of an Induction Training Package.

· Develop an ongoing strategy to ensure that all staff receive refresher training in issues relating to emergency planning, business continuity, risk assessment and health & safety topics.

· Liaise with managers and the Training and Development Department to ensure that emergency planning / business continuity and individual risk training is included within Training and Development plans for Clinical Site Practitioners and other relevant staff.

Health & Safety / Risk management responsibilities

· Be the lead for the development of non clinical risk across the organisation, responsible for ensuring that the timetable of risk assessment and other initiatives are adhered to with individual participation in the work required

· Develop a good understanding of the requirements of Datix, H&S and Manual Handling in order to support all members of the team.

· Risk Management lead for the H&S committee supporting the chair and developing robust terms of reference for the committee. Responsible for the associated H&S reports and policies in conjunction with the H&S and Back Care Advisor.
