JOB TITLE: Solution Design Manager

Reports to: Head of ICT

Direct Reports: 4 (up to 12)

Indirect Reports: Agile Teams as required


The Solution Design Manager drives the development of the overall technical designs, ensuring that system solutions effectively deliver the functionality and performance required by the service areas and users while driving good design principles and practices.

The Solution Design Manager will design, plan, direct, coordinate and manage all solution analysis and design activities as well as provide expert advice to the senior leadership

The Solution Design Manager is an expert in various disciplines with extensive experience in infrastructure, application and data domains as well as solution development methods and best practices. Using this broad range of skills, the Solution Design Manager ensures that effective IT solutions are designed to meet the business requirements.

Leadership of the Solution Design service, ensuring agreed service plans and performance targets are delivered and that a culture of putting our customers first and continuous service improvement is maintained.


Has defined authority and accountability for actions and decisions within a significant area of work, including technical, financial and quality aspects. Establishes organisational objectives and assigns responsibilities.


Influences policy and strategy formation. Initiates influential relationships with internal and external customers, suppliers and partners at senior management level, including industry leaders. Makes decisions which impact the work of employing organisations, achievement of organisational objectives and financial performance.


Has a broad business understanding and deep understanding of own specialism(s). Performs highly complex work activities covering technical, financial and quality aspects. A. Job Description

1. People Management

  • Responsible for the selection, development and performance of the Solution Design service

  • Lead teams effectively, creating collaborative team environments, involving people and supporting their professional development.

  • Ensure all team members receive the appropriate level of communication

2. Operational Service Delivery

  • To design, plan, direct, coordinate and manage all solution analysis and design activities.

  • Lead and direct the solution design team, ensuring that the architecture adheres to good design and technical principles, standards and practice

  • Provide expert advice to the senior leadership

  • Supports strategic direction and deliver the optimal solution blueprint to deliver the business requirements.

  • Bring together the required knowledge and skills and create a sense of urgency and continued delivery to achieve results.

  • Engages stakeholders, communicating confidently and clearly while ensuring that all stakeholder viewpoints are considered and addressed

3. Service Planning & Development

  • Ensure that all annual Team Plans, aligned to the Group / Service Plan(s), are developed, agreed and communicated to team members in a timely manner.

  • Ensure clear Service Level Agreements (SLA's) are in place where appropriate, covering all aspects of service delivery with performance and response levels, together with the escalation process if SLA's are not met.

  • Maintain a current service workforce plan including a succession plan for all key roles.

4. Financial & Resource Management

  • To take responsibility for the effective management of the allocated budget for the service.

  • To ensure all purchasing and procurement is conducted in line with the corporate guidelines with appropriate use of the financial systems.

  • To ensure that all workforce expenditure is compliant with corporate guidance and that any temporary resource is purchased through the agency contracts.

5. Continuous Improvement

  • Implement continuous monitoring of team and individual performance and productivity to ensure the delivery of any Service Level Agreements (SLA's) are maximised.

  • Manage the implementation of improvement initiatives and change programmes using the relevant Project Management and Service Improvement methodologies.

  • Primary contact will be with other officers

  • Use internal consulting and stakeholder engagement to drive solution design, policy and delivery.

7. Miscellaneous

  • Complete other reasonable tasks in order to fulfil role purpose or as required by management.


  • Delivery against any agreed Service Levels.

  • Delivery against allocated budgets and MTFF saving targets.

  • Delivery against agreed PADA objectives

Solution Design Manager

This person specification will be used for recruitment to this post the basis of the application form, and candidates will be also assessed against aspects of this person specification during the selection process.


Degree level in relevant field (Computer Science) or equivalent experience

Business or management qualification

Evidence of CPD


Significant experience understanding of the architecture and how systems work together with demonstrable experience at senior level

Expert in coding and understanding of the technical detail in different technologies; will have managed large designs.

Knowledge of IT structures and technically literate

Knowledge and experience of solution architecture

Knowledge and experience of software design, data architecture and data structures

Knowledge and experience of Agile working practices and delivery

Knowledge of IT Data Protection and standards and their practical application i.e. GDPR and UK Data Protection Act

Knowledge of IT security standards and their practical application i.e. ISO 27001, PSN

Knowledge of TOGAF or similar architecture methodologies

Knowledge and experience of infrastructures and networks
