LEADER Assistant Project Officer

21 hours per week
Temporary for a period of up to one year initially, with the possibility of extension
£21,579 - £23,660 pro rata (Including Distant Islands Allowance)

This is an exciting opportunity to join the LEADER team to take forward the delivery of the 2014 to 2020 LEADER Programme and the community element of the Fisheries Fund (EMFF). LEADER is part of the Scotland Rural Development Programme (SRDP) and is a funding programme primarily aimed at promoting economic and community development within rural areas.

We are looking for an Assistant Project Officer to become an integral part of the LEADER team, delivering the 2 funding streams to Orkney communities. You will work closely with the LEADER Officers and provide administrative and financial support to the Orkney Islands LEADER Local Action Group (LAG) and the Fisheries Local Action Group (FLAG) (the committees which take the decisions on funding).

Duties will include providing the initial contact point for potential applicants, providing initial advice and on-going project assistance.

You will develop and administer systems for the accurate recording and monitoring of the LEADER/EMFF Programme's financial expenditure, as well as systems for the accurate processing of applicants' financial claims and for effective project monitoring and evaluation.

You will be expected to ensure management of approved cases conforms to national and EU audit procedures.

You will assist in the promotion of the LEADER Programme through the development of promotional material including leaflets and the web site.

You will assist in the preparation of reports to the Scottish Government and the LAG/FLAG. In addition you will be expected to take minutes and prepare agendas for the LAG/FLAG meetings.

Responsible to the EU Liaison Officer, you must have a flexible approach, with good interpersonal skills and a high standard of accuracy in all aspects of the position is essential.
You should hold a SVQ level 3/HNC or equivalent level qualification in Business Studies/Administration/Accountancy.
