Licensing Officer (PKC03129)
£23,369 - £26,278 (Fixed Term until 31 March 2020)

The Council is seeking to appoint a Licensing Officer who will monitor compliance with the licensing systems established under the Civic Government (Scotland) Act 1982 and other licensing legislation both in terms of compliance with licence conditions and identifying activities which require to be licensed and to assist in the general administration of the licensing system.

To monitor compliance with the licensing system as it relates to House in Multiple Occupation both in terms of compliance with licence conditions and identifying activities which require to be licensed and to assist in the general administration of the licensing system.

To administer the operation of the Register for Private Landlords both in terms of the processing of applications, general administration of the system and identifying persons who require to register.

To carry out the functions of the Licensing Standards officer, as set out in the Licensing (Scotland) Act 2005, and in particular to provide guidance for licensees, the community and other interested persons; to mediate between the licensed trade and the community to resolve problems and to ensure compliance with the requirements of the statutory framework and the Licensing Board's policies.

To work with other Council officers to ensure that the Council operates a joined up approach to enforcement activity.

Requirements

Direct experience of enforcement work in a regulatory environment is essential.
